- The National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), intends to negotiate on a sole source basis and award a purchase order, for the CalRQ software modifications for the custom designed metabolic chambers; including training, installation, and operator manual updates). Award is to be made to MEI Research, Ltd., 6016 Schafer Rd, Edina, MN 55436, under the authority of (FAR) Subpart 13.106-1."(b) Soliciting from a single source. This notice of intent is not a request for competitive proposals. The corresponding NAICS code is 541990-All Other Professional, Scientific, and Technical Services and the small business size standard is $15M. The basis for the sole source determination: The sole source determination is based upon the fact that the product must integrate into the existing hardware, which was custom built by MEI Research, Ltd, including the chamber walls, gas collection ports, drying and filtering tubes, and gas infusion tubes. The criteria used for the original hardware were the following: i. Temperature, pressure, humidity, and gas exchange (nitrogen, carbon dioxide, and oxygen) must be measured simultaneously and continuously on a minute-to-minute basis and must operate for long analysis periods (>24 hours). ii. All measures (temperature, pressure, and humidity) must be accurate and traceable to NIST standards. Gas exchange must be accurately read in order to give a precise measure of human energy expenditure and fuel oxidation. iii. Measurements must be both displayed in real-time and electronically digitally output via a USB or serial protocol. The new items are a direct upgrade for the existing MEI Research Ltd Metabolic chamber software that is already in use. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. Written responses shall reference this Notice of Intent No. NIHLM2015596 and may be submitted electronically NO LATER THAN 12:00 PM EASTERN STANDARD TIME to April Merriwether, Contract Specialist at: merriwetheran@mail.nih.gov on August 31, 2015. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractor must be registered and have valid certification in the System for Award Management (SAM). No collect calls will be accepted.
