- Description
- This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. The work is being conducted under the State of Arizona RCRA Corrective Action program for closure of an inactive hazardous waste treatment unit outlined in Attachment 14 of the RCRA Part B Permit issued to YPG in 2007 (ADEQ 2007b). The work will be conducted at the Existing OB South Pad Unit that encompasses an area of approximately 4,500 square feet in the southeastern portion of the MTF. All documents and plans must be prepared in accordance with the permit. All actions require State of Arizona approval. Following successful completion of closure activities, the PE will certify that closure was performed in accordance with the methods described in the approved Closure Plan. The PE will observe, as necessary, decontamination, verification sampling, soil and residue removal, and waste management activities. The PE will also review logs of closure actions, the closure plan, and sampling data. All field work will be conducted on an active OB/OD facility within an active military test range. Military test and training missions, including OB/OD operations have priority and the contractor may have to limit work based on scheduled weapons firing on the range impacting access to the work areas.
