- Solicitation The United States Army Corps of Engineers (USACE) Walla Walla District is issuing a solicitation entitled Applied Biostatistical Services for the Northwestern Region's Anadromous Fish Evaluation Program The resulting contract will be consisting of a base period of one (1) year and four (4) option periods not to exceed one (1) year each. The NAICS code for this procurement is 541690 Other Scientific and Technical Consulting Services with a small business size standard of $15 Million in average annual receipts. Summary of Performance Work Schedule: The Northwestern Region's Anadromous Fish Evaluation Program (AFEP) conducts scientific investigations to aid in the recovery of listed endangered salmon and other species. This is accomplished through improving fish passage conditions in the Columbia and Snake Rivers to maximize the survival of juveniles and the return of spawning adults. The AFEP requires the services of a qualified bio-statistician to provide applied bio-statistical expertise for various research projects under the AFEP, the Corps' comprehensive research program encompassing all the Walla Walla and Portland District's anadromous fish research efforts. Professional services of biometrician(s)/statistician(s) with demonstrated experience in reviewing anadromous fish research and hydropower operations are necessary to provide an objective and independent review of statistical objectives and parameters of similar research projects. The objectives of the review requirements are to provide statistical review (hereafter referred to as review) of preliminary and final research proposals and draft reports submitted under the U.S. Army Corps of Engineers Northwestern Region's AFEP. The statistical review shall evaluate technical merit, applicability, and make recommendations to improve statistical design and analysis. In addition, the biometrician(s)/statistician(s) will be expected to attend some Corps in-house and AFEP meetings to discuss results, reviews, and to provide comments and suggestions on experimental design during the development and implementation of research studies and assist in the interpretation of results. The intent of this Request For Proposals (RFP) is to solicit proposals describing how the Offeror meets the needs of Corps by demonstration of education, experience, past performance references, scientific credibility, and written communication skills. Most of the anticipated work is to be focused on lab or field evaluations of adult and juvenile salmonids at the hydroelectric projects, although future work may occur anywhere in the Columbia Basin, including near-shore-ocean and tributaries of the Snake and Columbia Rivers. It is anticipated that biological studies similar in nature to those conducted in recent years will continue in the future, although subject matter, scope, and details could change. Solicitation Number W912EF-15-R-0063 will be posted to the FBO website on or about August 26, 2015. The solicitation will be a Request for Proposal using the Lowest Priced Technically Acceptable method. Evaluation factors will be contained in the solicitation.
