- Sources Sought FA2487-15-C-0329 FEM HMX Coated with 5-6% IDP Response Date: Thursday, 10 September 2015 by 1:00 p.m. CST NAICS Code: 325920 - Explosives Manufacturing THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTATION OR AN ANNOUNCEMENT OF A SOLICITATION. This is a sources sought request for information is for the purpose of conducting market research to provide data for planning purposes. The Air Force Test Center, Specialized Contracting Division, Eglin AFB, Florida, is seeking potential sources capable of supplying Fluid Energy Milled (FEM) High Melting Explosive (HMX) coated with 5-6% IDP. The following are the minimum specifications/requirements: Product Specifications for FEM HMX coated with 5-6% IDP General AFRL/RW has a requirement for 4000 lbs. of FEM HMX coated with 5-6% IDP to support ongoing efforts in munitions development. Contractor will comply with the following regulations/requirements: i. All Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) ii. State and Local explosive regulations iii. MIL-DTL-45444C requirements Interested firms are invited to submit a Statement of Capability (SOC) showing the company's ability to fulfill the requirement described above. The packages will be reviewed according to these criteria. It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. The resulting evaluation of all organizations providing capabilities packages will be considered in determining the acquisition strategy, specifically in determining for which (if any) small-business concerns this acquisition will be set-aside in accordance with FAR 19.5. Responses to this notice will assist the government in identifying potential sources and determining if a set-aside of the solicitation is appropriate. Firms responding to this announcement should include company name, cage code, point of contact, address, phone number, small business size, and indicate whether they are small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, or women-owned small business. The proposed North American Industry Classification System (NAICS) code for this acquisition is 325920 - Explosives Manufacturing, with a small business standard size of 750 employees. All prospective contractors must be registered in the System for Acquisition Management (SAM) database to be awarded a DoD contract. Prospective contractors are cautioned to ensure that the proper NAICS code appears in their SAM registration. The Air Force has not yet determined the acquisition strategy for this requirement, including whether a set-aside strategy is applicable. Limit your response to this market survey to a maximum of fifteen (15) pages. Responses are requested no later than Thursday, 10 September 2015 by 1:00 p.m. CST. An Ombudsman has been appointed to address the concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
