Description
NASA/GSFC has a requirement for systems engineering and consulting support for the Mars Organic Molecular Analyzer-Mass Spectrometer (MOMA-MS) project for a period of six months. MOMA is a joint collaboration between the US, Germany and France. The expertise needed to meet the requirements of this solicitation is specialized needing an in-depth knowledge and experience in the MOMA-MS design, development, testing and knowledge of the project since its inception. Requirements The Contractor shall: 1. Monitor project status and provide risk analysis products. 2. Prepare and present presentations of project options for developing quality flight hardware. 3. Prepare and present presentations of project options for Rover level verifications to MOMA-MS International Partners. 4. Support and coordinate day to day activities for Flight Model schedule. 5. Analyze instrument test data for anomalous responses and significant trends. 6. Apply systems engineering expertise to MOMA-MS development to guide selection of paths to delivery of Flight hardware. 7. Conduct trade studies of possible solutions to engineering challenges associated with MOMA-MS development. 8. Provide specific risk analyses associated with trade studies for MOMA-MS. 9. Provide continual inputs to the MOMA-MS Risk System. 10. Provide plans and procedures for instrument level integration & testing. 11. Prepare presentations for reviews to the Standing Review Board, the Mars Program Office, and NASA Headquarters. 12. Plan and prepare for instrument planetary operations; including command & control, as well as data analysis tools. 13. Consult with MOMA-MS management on past decisions and resolutions with their European partners. 14. Consult with MOMA-MS management on project funding and schedule issues. 15. Attend and participate in technical and programmatic reviews at GSFC as well as the ExoMars international partners European locations. 16. Provide review/consultation for new mass spectrometer proposals and mission as required. Deliverables Deliverables for the items listed above may be in the form of presentations, verbal discussions, schedules, written reports and telecons and may be given or presented to the MOMA-MS project manager, deputy project manager, the MOMA-MS project team and/or to various ExoMars project personnel. NASA/GSFC intends to purchase the items from Martin Systems Solutions, pursuant to Far 13.106 for the acquisition of supplies or services determine to be reasonably available from one source. Martin Systems Solutions sole proprietorship will provide the MOMA project with support to the necessary critical activities. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities statement to perform the effort in writing to the identified point of contact not later than 2:30 p.m. local time on September 10, 2015. Such statements will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
