Description
INTRODUCTION This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is being conducted in accordance with the procedures of FAR Part 12.6--Acquisition of Commercial Items. The Solicitation Number for this acquisition is HHS-NIH-NIDA-SSSA-CSS-15-502 and the solicitation is being issued as a Request for Proposal (RFP). THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION AND A SEPARATE SOLICITATION WILL NOT BE ISSUED. SET ASIDE STATUS This an unrestrictive and is av ailable for full and open competition. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The North American Industry Classification System (NAICS) Code for this procurement is 423490( Other Professional Equipment and Supplies Merchant Wholesalers) and the Small Business Size Standard is 100 employees. ACQUISITION AUTHORITY This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures and FAR Part 12-Acquisition of Commercial Items, and is expected to exceed the simplified acquisition threshold. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83, dated August 5, 2015. The resultant contract will include all applicable provisions and clauses in effect through this date. DESCRIPTION OF REQUIREMENT Background The mission of the Intramural Research Program (IRP) of the National Institute on Drug Abuse is to conduct state-of-the-art research on basic mechanisms that underlie drug abuse and addiction, and to develop new methods for the treatment of drug abuse and addiction. Research is supported at the molecular, genetic, cellular, animal, and clinical levels and is conceptually integrated, highly innovative, and focused on major problems in the field. The long-term goal of the research is to better understand the biological and behavioral factors contributing to initiation, maintenance, and elimination of drug abuse and addiction (and associated diseases), and to translate this knowledge into improved strategies for preventing, treating, and reducing the negative consequences for the individual and for society caused by drug abuse and addiction. The goal of the Neuroimaging Research Branch (NRB) is to better understand the neurobiological antecedents of illicit drug use and abuse, the neuronal consequences of short and long-term drug use and the potential reversibility of these neuroadaptations. The major paradigm employed towards this goal is the development and application of novel neuroimaging tools, predominantly MRI based but also employing PET and EEG, applied together with behavioral, cognitive and pharmacological manipulations and genetic investigations in both preclinical and human based protocols. Advanced MRI acquisition pulse sequences and novel analysis strategies are developed and applied in both human and preclinical models in an integrated translational approach to understand the causations of drug taking along with the acute and long term consequences of such use. Healthy, disease free individuals and those with various drug dependence disorders are studied. The long-term objective of this research is to inform the development of better behavioral and pharmacological interventions to treat substance abuse and help prevent vulnerable individuals from initiating drug use. Purpose The NIDA IRP CNRB has a requirement to procure a PET/CT in vivo animal imager to aid in the preclinical scanning of NIDA research animals. The unit must be capable of scanning a variety of small research animal including both mice and rats. Project Requirements The NIDA IRP CNRB has a requirement to procure a PET/CT (selected variant PET82/CT) with the capacity to provide dual-modality functional pre-clinical scanner images of animals ranging from mice to rats. The imaging system will possess integrated animal handling and monitoring systems, a DICOM server and post processing software. The selected variant shall be able to deliver PET imaging performance with sub-millimeter reconstructed resolution and high sensitivity (7% [205-750keV; NEMA NU 4-2008 standard]) combined with a fully-functional, dedicated CT subsystem capable to perform ex-vivo, high resolution (down to 10µm isotropic voxel size). The CT will also possess the ability to provide attenuation and scatter correction resulting in absolute quantification accuracy >97% with exceptional image quality characteristics. PET Design Specifications: 1. Axial Field of View (FOV): minimum 10cm single axial FOV to perform dynamic PET whole-body mouse scans 2. Transaxial FOV: minimum 8cm transaxial FOV 3. Bore opening: Minimum 10cm 4. Single layer detector design to avoid to degradation of energy, timing resolution due to different characteristics and temperature dependence 5. Minimum 10,000 crystal elements to increase the resolution power 6. Crystal pixels equal or smaller then 1.6mm 7. Sensor type: PMT, PS-PMT or SiPM 8. Timing resolution: ≤1ns 9. Maximum PET acquisition duration: min. 24 hours 10. No additional cooling or requirement for extra temperature stabilization 11. PET corrections and reconstruction a. Basic corrections, like normalization, dead-time and decay correction. b. CT based attenuation and scatter correction to increase the quantification correctness c. Positron range correction to increase the resolution for other, high kinetic energy PET isotopes than F-18 d. Fully 3D iterative reconstruction with detector-modelling e. Frequency of calibrations: minimum 6 months (like normalization, activity calibration) 12. Dynamic PET capabilities: unlimited number of time frames; minimum 1 sec frame duration; maximum frame duration: not limited (up to the acq time) PET Performance Characteristics: 1. Minimum 0.9mm resolution using 3D iterative reconstruction (must be verified with PET images of a Derenzo phantom; rods must be separable; max. 2 hours PET acquisition with 20MBq of injected activity) 2. Minimum 1.4mm resolution using NEMA NU 4-2008 protocol with 2D FBP reconstruction 3. Peak absolute sensitivity minimum 7% using 250-750keV energy window and 5ns time window 4. Minimum 460 kcps Peak NEC for mouse using NEMA NU 4-2008 protocol 5. Quantitative PET accuracy ≥97% 6. List-mode PET acquisition combined with cardiac and respiratory signals to enable retrospective dynamic reconstructions CT Design Specifications 1. Maximum X-ray tube power: 80W 2. Max X-ray energy: 35-80 kVp 3. Detector AFOV: max. 8x10cm (fits a mouse in one FOV) 4. Magnification: 1.25 to 7.6 (flexibility in terms of FOV and resolution) 5. Detector: minimum 3 MP 6. X-ray tube life expectancy minimum 5,000 hrs CT Performance Specifications 1. Minimum voxel size 10µm 2. Whole body mouse CT study with at least 80µm voxel size is ready in 2 minutes including acquisition, reconstruction. System Design Specifications: 1. Common, integrated gantry with motorized movements, including whole-body rat PET/CT acquisitions 2. Open tunnel PET/CT construction: backdoor access to the animal with re-sealable door opening: Convenient access to animals for injections and blood sampling. 3. Maximum heat load of 1,300W to decrease the air conditioning system requirements. 4. Minimum required room size for installation is 10’x10’. 5. Minimum required door width is 3’8”. 6. Integrated animal handling system with life signals monitoring and temperature control. 7. Vital signs (temperature with rectal probe, respiratory rate, and cardiac rate) can be monitored and supported up to 180 minutes. 8. Automatic bed movement with up to 45 cm multi-bed-position axial field of view. 9. Minimum one year warranty. 10. Shipping, installation and one week user training is included in the price. Delivery Requirements/Period of Performance The Contractor shall deliver (FOB Destination) and install the required equipment within 90 days after receipt of order. The equipment shall be delivered between the hours of 8:00 AM to 5:00 PM, Baltimore, MD local prevailing time, Monday through Friday. Contract Type The Government intends to issue a firm fixed price contract for this requirement. APPLICABLE CLAUSES AND PROVISIONS The following FAR clauses and provisions shall apply to this solicitation: 1. All Offerors MUST be actively registered in the System for Award Management (SAM) www.sam.gov. 2. The provision at FAR clause 52.212-1, Instructions to Offerors - Commercial Items (April 2014), applies to this acquisition. 3. A completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications - Commercial Items (March 2015), is required with any offer submitted. This requirement may be met by completion of the provision in the System for Award Management. 4. FAR clauses 52.212-4, Contract Terms and Conditions - Commercial Items (May 2015) and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (May 2015) apply to this acquisition. 5. The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. In addition, the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." EVALUATION CRITERIA FAR clause 52.212-2, Evaluation - Commercial Items applies to this acquisition and the specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government will award a contract resulting from this solicitation on the basis of best value, technical factors and price considered. Technical factors together shall be considered more important than price. The technical evaluation factors are as follows, in order of importance: Factor 1: Technical Approach (50 points) The Offeror shall detail in its technical proposal how it meets each of the project requirements. This shall include the specifications of the offered equipment. The Government shall evaluate the instrument’s capability in providing high-quality quantitative data with minimal post-processing and calibration needs. The Government shall evaluate the microscope’s ability to reduce the amount of radioactivity needed to be injected into each subject and the resulting exposure to the user (requirement for high sensitivity). The Government shall evaluate the instruments ability to maximize the area of the subject to be scanned and the size of the subject that can be scanned (e.g. large or obese rats). Finally, the Government shall evaluate the instrument’s capability for limited cooling and no need for extra temperature regulation requirements. Factor 2: Delivery, Installation, and Training (50 Points) The Offer shall detail in its technical proposal how it shall meet the installation, delivery, and training requirements. The Government shall evaluate for timeliness and efficiency. AWARD CRITERIA a. The acceptability of the technical portion of each contract offer will be evaluated by a technical review committee. The committee will evaluate each offer in strict conformity with the evaluation criteria of the solicitation. The committee may suggest that the Contracting Officer request clarifying information from an offeror. b. The business portion of each contract offer will be evaluated for reasonableness of the Offeror's firm to supply the services required. c. The selection for award will be based on the offer that proposes the best value to the Government. Potential for Award Without Discussions The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial prices are fair and reasonable and that discussions are not necessary. Contracting Officer's Representative A Contracting Officer's Representative (COR) will be identified at time of award. The COR is responsible for: (1) monitoring the Contractor's technical progress, including the surveillance and assessment of performance and recommending to the Contracting Officer changes in requirements; (2) interpreting the statement of work and any other technical performance requirements; (3) performing technical evaluation as required; (4) performing technical inspections and acceptances required by this contract; and (5) assisting in the resolution of technical problems encountered during performance. The Contracting Officer is the only person with authority to act as agent of the Government under this contract. Only the Contracting Officer has authority to: (1) direct or negotiate any changes in the statement of work; (2) modify or extend the period of performance; (3) change the delivery schedule; (4) authorize reimbursement to the Contractor for any costs incurred during the performance of this contract; or (5) otherwise change any terms and conditions of this contract. The Government may unilaterally change its COTR designation. The price quotation must include the requirements listed above as well as associated pricing.
