- The Luminex Corporation develops, manufactures, and markets innovative biological testing technologies which enable large numbers of bioassays to be conducted and analyzed quickly, cost-effectively, and accurately. More specifically, Luminex xMAP technology allows for the simultaneous performance of discrete immunoassays on the surface of color-coded beads known as microspheres, which are then read in an exclusive analyzer. The Luminex system has been employed by EPA researchers to estimate risks to human health posed by waterborne pathogens as part of SSWR 2.2B and soon SSWR 3.02 and 6.02. Agency scientists have already developed and optimized methods utilizing Luminex technologies to quantify salivary antibodies against various microbial pathogens as bioindicators of exposure. These methods are now being applied to several epidemiological studies across the United States and Puerto Rico. For comparison purposes, it is critical that the Luminex platform and reagents be consistent. In addition, because Luminex is the recognized expert in bead-based immunoassays, they are uniquely qualified to provide reagents for our exposure research. Therefore, it is imperative that Luminex Corp. reagents are used for our saliva-based immunoassays. The effort and funding resources required to develop new assays and purchase new analyzers would be enormous and would hinder productivity and progress. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within two (2) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
