- This is a combined synopsis/solicitation for commercial supplies prepared in accordance with Federal Acquisition Regulations (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, and as supplemented with additional information included in this solicitation. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. This solicitation document, and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-54, and can be viewed at https://www.federalregister.gov/articles/2011/11/02/2011-27778/federal-acquisition-regulation-federal-acquisition-circular-2005-54, or on the Acquisition.gov website: https://www.acquisition.gov/?q=node/197&searchTerms=FAC%202005-54. For ease of reading, interested bidders will be referred to as you or your; the National Park Service is NPS, we, or us. Although the magnitude of this project is less than $25,000, we are soliciting requests for quotes (RFQ) via FedBizOpps to encourage small business participation and innovation. If you are new to bidding on federal contracts, the Contracting Officer especially encourages you to submit a quote. REQUIREMENT: ELECTRIC SCISSOR LIFT, Skyjack ¿ DC Electric Scissor Lift, Model SJIII3219 or equivalent, new equipment only DELIVER TO: Grand Canyon National Park, 1576 Shuttle Bus Road, Grand Canyon AZ 86023, 30 days after receipt of order (ARO). AWARD: The resulting award will be a firm fixed-priced purchase order; the National Park Service will not modify the contract to increase the price due to errors in the vendor ¿s quote. The purchase order will match the quote; the invoice must match the purchase order. Any quotes that exclude any cost until after award, such as shipping or tax, are nonresponsive, and will not be considered. ALTERNATIVE SUGGESTIONS FOR COMMERCIALITEMS: Vendors may submit multiple quotes with alternative product suggestions, as long as each alternative meets or beats the characteristics of the brand name in characteristics and warranty. Each quote will be evaluated separately. TECHNICAL ACCEPTABILITY: Representatives from Grand Canyon National Park will evaluate all proposals for technical acceptability, and we will award the order to the company that provides the lowest price technically acceptable. SET-ASIDE: This procurement is set aside 100% for small businesses under NAICS codes 333111, 333112, 333120, 333249, 336211, and 423830. DOI TEXT MESSAGING Prohibition on Text Messaging and Using Electronic Equipment Supplied by the Government while Driving (October 2009) Executive Order 13513, Federal Leadership On Reducing Text Messaging While Driving, was signed by President Barack Obama on October 1, 2009 (Ref: http://edocket.access.gpo.gov/2009/pdf/E9-24203.pdf). This Executive Order introduces a Federal Government-wide prohibition on the use of text messaging while driving on official business or while using Government-supplied equipment. Additional guidance enforcing the ban will be issued at a later date. In the meantime, please adopt and enforce policies that immediately bans text messaging while driving company-owned or rented vehicles, government owned or leased vehicles, or while driving privately owned vehicles while on official government business or when performing any work for or on behalf of the government. 52.203-98, Prohibition on Contracting with Entities that Require Certain Internal Confidentiality Agreements (a) In accordance with section 743 of Division E, Title VII, of the Consolidated and Further Continuing Resolution Appropriations Act, 2015 (Pub. L. 113-235), Government agencies are not permitted to use funds appropriated (or otherwise made available) under that or any other Act for contracts with an entity that requires employees or subcontractors of such entity seeking to report fraud, waste, or abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting such fraud, waste, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information. (b) The prohibition in paragraph (a) of this provision does not contravene requirements applicable to Standard Form 312, Form 4414, or any other form issued by a Federal department or agency governing the nondisclosure of classified information. (c) Representation. By submission of its offer, the Offeror represents that it does not require employees or subcontractors of such entity seeking to report fraud, waste, or abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information. 52.203-99, Prohibition on Contracting with Entities that Require Certain Internal Confidentiality Agreements (MAR 2015) (a) The contractor shall not require employees or subcontractors seeking to report fraud, waste, or abuse to sign or comply with internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting such fraud, waste, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information. (b) The contractor shall notify employees that the prohibition and restrictions of any internal confidentiality agreements covered by this clause are no longer in effect. (c) The prohibition in paragraph (a) of this clause does not contravene requirements applicable to Standard Form 312, Form 4414, or any other form issued by a Federal department or agency governing the nondisclosure of classified information.
