Description
The U.S. Army Corps of Engineers intends to award a sole source fixed-price contract to Carnegie Mellon University. This is follow-on to work performed under SERDP Project# MR-201102, contract# W912HQ-11-C-0062. The National Robotics Engineering Center (NREC) developed and demonstrated a flexible semi-automated quote mark scouring quote mark system for cost effective removal of ferrous clutter on the surface and upper band of soil. Built upon a commercially available Caterpillar excavator, SAFMSS gathers the ferrous debris with a high strength electro-magnet and scarifying implement installed on the excavator boom that sweeps out a 40 ft wide path to produce a fairly smooth, vegetation free surface for effective geophysical mapping. We demonstrate and evaluate SAFMSS (both day and night operations) at DoD ranges in direct comparison to manual approaches. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 6.302-1(a)(2); quote mark when the supplies or services required by the agency are available from only one responsible source. However, any firm that believes it can meet this requirement may give written notification to the Contracting officer within fifteen (15) days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received by 10 September 2015, the U.S. Army Corps of Engineers will proceed with awarding a fixed price contract to Carnegie Mellon University. Point of contact for this requirement is Eric Thor at 703-428-6234 or eric.p.thor@usace.army.mil. Address: U.S. Army Corps of Engineers, HECSA, 7701 Telegraph Road, Alexandria, VA 22315.
