- RFI w/ Questions 1. Purpose This is a Request for Information (RFI) as outlined in Federal Acquisition Regulation (FAR) 15.201(c)(7). The purpose of this RFI is to accomplish market research pursuant to FAR Part 10, and to identify businesses capable of providing business intelligence and analytics software described below. This notice is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP), or a commitment on the part of the Government to conduct an acquisition for the software and related services in the future. Respondents are advised that the Government will not pay for information submitted in response to this RFI, nor will the Government compensate respondents for any costs incurred in the development/furnishing of a response. The Government will not entertain telephone calls related to this RFI. The NAICS code for this sources sought will be 511210. Please note that a decision not to submit a response to this RFI will not preclude a vendor from participating in any future Solicitation. 2. Background The Department of State (DOS), Bureau of Diplomatic Security (DS), Office of Security Technology (ST) mission is to provide technical security support to over 300 DOS domestic and overseas facilities. The Department's extensive security technology infrastructure is ST's responsibility to manage, operate, and maintain throughout the equipment and technological lifecycle. Domestically, ST operates security engineering and logistics support organizations which generate a robust volume of data. Overseas, DOS facilities produce a significant amount of equipment maintenance and operations data. The principal data source is a ST tailored version of IBM Maximo. ST utilizes SAP Business Objects for creating custom reports from Maximo data. Cumulative primary historical data is approximately 50 GB, growing to approximately 70 GB in several years. Secondary data sources roughly triple these quantities. ST's Quality Assurance and Liaison Branch (QAL) provides, as part of its mission, systematic process monitoring and analysis utilizing a wide range of engineering, maintenance, logistics, and cost data. QAL has determined that traditional data analysis and forecasting techniques are not currently capable of meeting ST's growing information and analysis needs. QAL has conducted initial market research on a range of business intelligence (BI) and analytics applications, and has concluded these systems will provide the required capabilities. 3. High Level Requirement Capabilities QAL is embarking upon an enhanced data import & management, analytics, and visualization initiative. The intent is to implement the system in a small office environment and later expand the system to a population of 500 users worldwide. Minimum required capabilities are: Data Import & Management • Import from multiple formats and sources • Data cleansing and parsing • Review and/correction of bad data • Data mapping • Data pull scheduling • Notification of actions • Merging data from different sources • Library of terms / data dictionary • Export to multiple formats Data Analytics • Basic and advanced text analytics • Analysis of multiple types of data formats • Capability to operate independently of other vendor data management systems/modules • Analysis of large data sets • Statistical functions • Automated exploratory data analysis • Forecast or predictive capabilities • Allow users to create models • Model functionality and validation testing • Reusable models (model library) • Export to multiple formats Data Visualization • Capability to operate independently of other vendor data management and data analytics systems/modules • Accepts multiple data formats • Dashboard/Storyboard • Repeatable/reusable library of displays and graphics • Mapping capability • Drill-down • Scalability • Notification • Scheduling/Automated refresh • Export to multiple formats Please see attached.pdf document for RFI questions.
