- RFI Number: SPE600-15-R-5X09 Classification Code: X NAICS Code: 491390 This is a Sources Sought/Request for Information (RFI) only. This Sources Sought synopsis is not a request for proposals (RFP), and is not to be construed as a commitment by the government to issue a solicitation or ultimately award a contract. This is for planning and market research purposes only and shall not be considered as an obligation on the part of the Government to acquire any products or services. Responses will not be considered as proposals, nor will any award be made as a result of this synopsis. This announcement is an expression of interest only and does not commit the Government to pay for any response preparation cost. The Defense Logistics Agency (DLA) - Energy - FESBB seeks to identify responsible potential sources and obtain information regarding possible suppliers who can provide the necessary facilities and services to receive, store, inject, ship, and onward distribute U. S. Government-owned petroleum products, specifically commercial grade JA1 (Def Stan 91-91) in Japan. Overview: Contractor-Owned, Contractor-Operated (COCO) fuel services and facilities capable of receiving, storing, injecting, shipping, and onward distributing of commercial grade JA1 (Def Stan 91-91) in the Okinawa Prefecture of Japan with particular interest in Aomori and Kanto Plain. Capabilities for the services are listed below: Interested parties should respond to the following: 1. AREA OF CONSIDERATION: The Okinawa Prefecture of Japan with particular interest in Aomori and Kanto Plain. 2. PRODUCT TO BE STORED: JA1 (Def Stan 91-91) 3. SHIPPING AND RECEIVING CAPABILITY REQUIRED: a. Over-the-Pier Transfers b. To/From Tank Truck Transfers c. To/From Rail Car Transfers d. Pipeline Transfer to Military Facilities in Japan e. Commingled storage with product owned by third parties. 4. INJECTION CAPABILITIES: Receive, store and inject fuel system icing inhibitor (FSII), static dissipator additive (SDA) and corrosion inhibitor (CI) at designated concentration(s) as required. 5.
