- This is a notice of intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) to contract with Noldus Information Technology, Inc. at 1503 Edwards Ferry Rd NE in Leesburg, VA 20176; on a sole source basis to provide two EthoVision XT 11 Video Tracking Software Systems with Multiple Arena Module and Multiple Body Point Module for use at the Walter Reed Army Institute of Research (WRAIR). WRAIR originally purchased the EthoVision XT in 2008 and is currently using the acquisition and analysis system. This equipment enables WRAIR to move forward with its Neuroprotection studies; mainly to perform cognitive testing in our injury models, and most specifically our model of penetrating ballistic-like brain injury, for the purpose of providing neurofunctional screening assays for potential therapeutics. Noldus Information Technology is the sole developer, manufacturer, and distributor of the EthoVision XT Video Tracking Software System with Multiple Arena Module and Multiple Body Point Module. The EthoVision XT system provides video tracking in single and multiple arenas (up to 100 arenas simultaneously) by automatically recording the activity and movement of target animals while simultaneously recording a backup copy of the video for each trial for data record verification purposes. The system uses the Dynamic Subtraction Detection Method to track the location and heading of the target animals regardless of changes in the background. In addition, the EthoVision Multiple Body Point Module provides Nose Point, Tail Base, and Elongation Detection parameters. These parameters are used to calculate an animal's (1) directional heading, (2) duration and frequency of movement with respect to a designated zone of interest, and (3) posture while moving. To USAMRAA's knowledge, Noldus Information Technology, Inc. is the only company that has the Noldus video tracking software system with Multiple Arena Module and Multiple Body Point Module which is needed to perform cognitive testing research in our injury models in order to move forward with our Neuroprotection studies. The NAICS code is 511210. This notice is not a request for competitive quotes; no solicitation document is available and telephone requests will not be accepted. However, sources may submit descriptive literature, fully documenting their capability to supply these software upgrades and licenses, which will be considered by the Agency. A determination to compete this procurement based on response(s) to this notice is solely within the discretion of the Government. A solicitation will be issued to Noldus Information Technology, Inc. no less than 15 days after the date of this notice unless the Government determines otherwise.
