- PRE-SOLICITATION NOTICE THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. There is no solicitation available at this time. This notice does not commit the US Government to contract for any supply or services in the future. All information submitted in response to this announcement is voluntary. There will be no compensation by the Government for any cost incurred in providing a response. If a future solicitation is released it will be synopsized in FedBizOpps. The Army Contracting Command, Aviation Applied Technology Directorate, ATTN: CCAM-RDT, Building 401, Lee Boulevard, Fort Eustis, VA 23604-5577 is issuing this Request for Information (RFI) to interested parties. The Government desires feedback on any and all parts of the proposed effort. Feedback on the overall clarity of the effort, clarity and suitability of the functionalities of interest, and feasibility of accomplishing the effort is desired. Feedback on anticipated period of performance is desired. Feedback on potential intellectual property issues and security efforts are desired. Effort: Applied Research must synergistically merge vulnerability reduction technology, susceptibility reduction technology, and/or structural technology to develop lightweight, durable Multifunctional Aircraft Technology (MAT). In order to maximize performance and achieve weight savings not otherwise obtainable, the Government desires multifunctionality that includes all three areas of interest (vulnerability reduction, susceptibility reduction, and structures); however, integration of at least two of the three areas is required. MAT solutions must be both durable and maintainable to enable extended service life and minimize life cycle costs. MAT must exhibit reliable performance and improve survivability against current and emerging Army Aviation threats (operational, environmental, and military threats). MAT solutions are expected to deliver enhanced technical capability in comparison to current state-of-the-art at an overall reduced weight. Modeling, analysis, and testing efforts are required to substantiate the enhanced multifunctional performance, predict the capability envelope, and achieve the desired maturity of Technology Readiness Level (TRL) 4. The period of performance for base research efforts are anticipated not to exceed 18 months with potential for follow-on options extending the total period of performance up to 30 months. Proposed effort at the collateral SECRET level or below will be considered for award. Cost share, Technology Investment Agreements are desired. A minimum of Government Purpose Rights to data deliverables is required, exempting background data assertions. Functionalities of interest for MAT research and development include, but are not limited to: • Active and passive multifunctional situation awareness sensing • Thermal management • Vibration and/or noise, radar cross-section, and heat signature reduction • Power and signal transfer for aircraft survivability equipment, degraded visual environment, or other equipment systems • High energy electromagnetic threat protection • Aircraft occupant eye protection from laser threats and hazards • Conventional threat protection • Crash energy attenuation/management • Durable and damage tolerant load-bearing • Fuel containment In response to this RFI please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; 2) if like technology has been offered to the Government within the past 3 years, provide a brief description of such technology with point of contact information. The Government will use received feedback to form a future acquisition strategy. The Government will not provide responses to feedback.
