- Combined Synopsis/Solicitation - FA9302-15-M-F039 This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and an additional written solicitation will not be issued. This is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) and Supplements, Federal Acquisition Circular (FAC) 2005-83 and DFARs Change Notice (DPN) 20150626. NAICS is 334220 with a small business size standard of 750 employees. This acquisition is a 100% small business set-aside. The Air Force Flight Test Center (AFTC), at Edwards AFB, CA is seeking potential sources capable of providing a three (3) UHF RF Transmit Antennas as follows: MINIMUM SALIENT CHARACTERISTICS The following are minimum salient characteristics that a vendor should be able to build to. This request is for three (3) separate antennas that are identical in every way except exact frequency of operation. The antennas need to meet the following requirements: Frequency Range: A) 875MHz-935MHz B) 940MHz-1000MHz C) 765MHz-815MHz We require a controlled VSWR within this range with a maximum of 1.5:1. RF Power Handling: 30kW Peak power, 200W average power. We transmit microsecond-scale pulses at full power with a very low (sub-1%) duty cycle. Polarization: Horizontal Antenna Pattern: • Azimuth: Looking for an omnidirectional azimuthal pattern. • Elevation: We would like an electronic beam tilt of between 0 and +2deg "up" from normal to the antenna, with +1deg being optimal. • The overall main-beam gain needs to be at least +12dBi. • We are sensitive to overall physical size and weight, lighter and smaller is better as long as the unit meets these electrical/RF standards and is built solidly enough to be continually mounted outdoors without failure. Physical Specifications: • RF Connector: 1-5/8" EIA flange or 7/16 DIN (preferred). • Antenna environmentally protected for continual outdoor operation. • Prefer bottom mounting for physical support, though side-mounting will be acceptable. These requirements can be satisfied with slightly modified (increased RF bandwidth) low-power (by broadcast standards) slotted-waveguide type commercial UHF television transmit antennas. Delivery: 9 WARO Place of delivery, performance, and acceptance is FOB Destination, Edwards AFB, CA 93524. Interested parties who believe they can meet all the requirements for the items described in this synopsis are invited to submit in writing a complete quote including delivery FOB Destination Edwards AFB, CA 93524. Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements detailed in this synopsis.
