Description
Extention of Close Date This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The combined synopsis/solicitation number is W56ZTN-15-Q-0001. The Government contemplates a no cost purchase order in the support of the US Army Garrison, Public Affairs Office (PAO), for the publication and distribution of a Civilian Enterprise (CE) Post Newspaper APG NEWS, for Aberdeen Proving Grounds. All proceeds from the sale of advertisements shall belong to the publisher, who shall look exclusively to such advertising for all publishing costs and profits, and shall constitute consideration. The intended no-cost purchase order shall be for a base one (1) year period and provides for two (2) additional one (1) year option periods, for a total not to exceed 3 years and six months. The Associated North America Industry Classification Code (NAICS) is 511110 and the Business Size Standard is 500. All offerors will be required to submit a quotes in accordance with the instructions in this solicitation W56ZTN-15-Q-0001, Attachment 1 Performance Work Statement, Attachment 2 Quotes Submission Instructions and Evaluation and Attachment 3 Past Performance Questionnaire. Quotes are being accepted from responsible contractors. All interested parties must be registered in the System for Award Management (SAM) at time of award. CLIN 0001: Base Period. APG NEWS, newspaper publication and distribution, of a Civilian Enterprise (CE) Newspaper, for Aberdeen Proving Ground, MD. The contractor shall provide all personnel, equipment, labor, supplies, tools, materials, supervision and all other items necessary to produce, print and distribute the weekly APG NEWS newspaper, for Aberdeen Proving Ground, MD in accordance with in this solicitation W56ZTN-15-Q-0001 and Attachment 1 Performance Work Statement. Also in accordance with DoD Instruction 5120.4, and 32 CFR Appendix B to Part 247. CLIN 1001: Option Year (1) APG NEWS, newspaper publication and distribution, of a Civilian Enterprise (CE) Newspaper, for Aberdeen Proving Ground, MD. The contractor shall provide all personnel, equipment, labor, supplies, tools, materials, supervision and all other items necessary to produce, print and distribute the weekly APG NEWS newspaper, for Aberdeen Proving Ground, MD in accordance with in this solicitation W56ZTN-15-Q-0001 and Attachment 1 Performance Work Statement. Also in accordance with DoD Instruction 5120.4, and 32 CFR Appendix B to Part 247. CLAUSES: It must be noted that the agreement will be a U.S. Government no-cost purchase order authorized under the provisions of Department of Defense Instruction 5120.04, as an exception to the Government Printing and Binding Regulations published by the Congressional Joint Committee on Printing. Although this solicitation and anticipated no-cost purchase order are not subject to the Federal Acquisition Regulations (FAR) or the Defense Federal Acquisition Regulation Supplement (DFARS), FAR clauses useful in protecting the interest of the U.S. Government and implementing those provisions required by law, are included in this solicitation. Evaluation Commercial Items: Award will be made to the offeror whose quote represents the best value to the Government. The Government will follow the evaluation procedures in accordance with DOD Instruction 5120.4 dated March 17, 2015, this solicitation, W56ZTN-15-Q-0001 PWS Attachment 1, Quotes Submission Instructions and Evaluation Attachment 2 and Past Performance Questionnaire Attachment 3 of the this solicitation. Only one (1) no-cost purchase order will be awarded. The Government reserves the right to cancel the competition without award and re-solicit for any reason prior to award. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding no-cost purchase order without further action by either party. 52.252-1 Solicitation Provisions Incorporated by Reference: This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text.
