- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number: W911NF-15-R-0101 issued as Request for Quotation (RFQ). Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83 dated 2 July 2015. North American Industry Classification System (NAICS) code for this solicitation is 621991 The U.S. Army Research Laboratory (ARL) requires PMHS (Post Mortem Human Subjects) for Research, Development, Test, and Evaluation (RDT&E) efforts in improving survivability capabilities. The use of human cadavers is integral in modeling skeletal and tissue injuries, as well as human kinematics and kinetics The Army Research Laboratory requires the following items: CLIN 0001, Cephalus Specimens, Quantity 72 Description: Delivered cephalus specimens must meet the following specifications: Must be male to a minimum of the C-Spine 2 level No previous or existing skull fractures No previous or existing craniectomies No previous or existing craniotomies No previous or existing brain surgeries, plates, deformities, or modifications No previous or existing chemotherapy No previous or existing cancer that has metastasized into the bone No previous or existing communicable diseases The specimen must fit into a helmet with the following dimensions: Head length range of 7.75 inches (") to 8.25" Maximum head breadth of 6.5" Head circumference range of 22.5" to 23.5" Body Mass Index (BMI) range of 18 kilograms per meter-squared (kg/m2) to 35 kg/m2 Age less than 80 Stature (height) range of 165 centimeters (cm) to 186 cm Mass (weight) range of 64 kg to 106 kg CLIN 0002 Prescreening Medical Imaging, Quantity 72 Description: One (1) high-resolution Computerized Tomography (CT) scan (<0.625 mm slice thickness) per specimen to prescreen for existing fractures, craniectomies, craniotomies, plates, deformities, and modifications that are not apparent in the medical history. The resulting dicom files shall be sent to ARL for approval. The vendors shall also perform bone mineral density scans of the cranial vaults via the qCT or DEXA method. The Contractor shall include a copy of the prescreening medical imaging report with delivery of the specimen. CLIN 0003 Shipping Quantity 2 Description: Shipment of specimens to ARL that will preserve the specimens and prevent damage. The shipment must comply with the security procedures for delivery, including providing the name of the shipping vendor, name of the delivery driver, information about the delivery vehicle, tag number, and expected time of delivery at least 24 hours in advance. The Government will award a Purchase Order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government based on lowest price technically acceptable. In order for the quote to be considered technically acceptable, the Government will make a determination of technical acceptability by evaluating the following: (i) The ability for the offeror to meet the salient characteristics items provided within each item requested. (ii) Ability of the offeror to meet the schedule or timeline as stated in this solicitation A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
