- Instructions to Offerors Map 10 of 10 Map 9 of 10 Map 8 of 10 Map 7 of 10 Map 6 of 10 Map 5 of 10 Map 4 of 10 Map 3 of 10 Map 2 of 10 Map 1 of 10 Solicitation and Attachment A This is a combined synopsis/solicitation for Hardwood Pre-commercial Thinning on the London Ranger District of the Daniel Boone National Forest in Laurel, Whitley and Rockcastle Counties, Kentucky. The contractor shall furnish all labor, materials, equipment, transportation, tools, supervision, supplies and incidentals except as listed under government furnished property to perform all work required to complete Hardwood Thinning in accordance with the specifications, terms and conditions of this contract. This combined synopsis/solicitation is issued as a Request for Quotation (RFQ) for commercial items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. There is no formal site showing for this project. However, an inspection of the project areas is highly recommended before submitting a quote for this project. Please contact Sharon Martin at (859) 745-3131 or email at smartin03@fs.fed.us for all other questions. This acquisition is 100% set aside for small business concerns. If interested, please refer to the document titled Instructions to Offerors or Page 5 of the solicitation to see what needs to be completed and returned with your Offer. Offers are due by 4:30 PM EST on September 18, 2015. All interested firms are advised that registration in the System for Award Management (SAM) formerly Central Contractor Registration (CCR) is required to be eligible for award of a contract. For more information, please check the SAM website at https://www.sam.gov/portal/public/SAM/. Registration in SAM is free. The Forest Service contemplates award of a firm-fixed price contract as a result of this combined synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. Award will be made using Simplified Acquisition Procedures, therefore the evaluation procedures at FAR 13.106-2 will be used. Note: Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
