- AMENDMENT NOTICE: The purpose of this amendment is to inform potential offerors of the new projected date of release for the Request for Proposal (RFP). The RFP will be issued on or about 3 September 2015. This amendment also provides notice that the anticipated award will not be a single Indefinite Delivery/Indefinite-Quantity (IDIQ) type contract. The Government anticipates the award of a Firm-Fixed Price (FFP) contract with line items for Travel purposes and a period of performance to include a base and two option years. All other information remains the same. ________________________________________ PRESOLICITATION NOTICE: Industrial Hygiene Assessments This is a PRESOLICITATION notice of intent. The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG) intends to issue a solicitation for support services in the execution of Industrial Hygiene (IH) surveys, data collection, and risk assessments in support of the U.S. Public Health Command (USAPHC). USAPHC analyzes data acquired from Army installation IH Program Offices and consolidates the information into the Defense Occupational and Environmental Health Readiness System-IH (DOEHRS-IH). In order to procure the data, the USAPHC assists Army installation IH Program Offices worldwide to ensure that worksites are receiving IH surveys for all priority worksites or quote mark shops quote mark. The intent of this requirement is to assist USAPHC initiatives through the standardization of IH field survey processes which will improve the quality and quantity of IH information in DOEHRS-IH across a wide range of CONUS and OCONUS Army installations. Demonstrating an improved approach to IH exposure characterization, exposure control planning, data collection and quality assurance of Army DOEHRS-IH data will facilitate its use by USAPHC to gauge how well the workforce is being protected from occupational health (OH) hazards, thereby serving to maintain readiness, reduce worker compensation claims, and avoid potential Occupational Safety and Health Administration (OSHA) liability. The Government anticipates the award of a single Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract with task orders to be issued on a Firm-Fixed Price (FFP) and Time-and-Materials task (T&M) basis. The type will be determined based upon the work requirements of the individual task. This requirement will be procured through full and open competition. All responsible sources may submit a proposal in response to the solicitation when it is released. Any award will be based on the best overall (i.e. best value based on a tradeoff analysis) proposal that is determined to be the most beneficial to the Government. The solicitation will be issued in accordance with FAR Part 15, Contracting by Negotiation. The Request for Proposal (RFP) will be issued on or about 25 August 2015 via the Army Single Face to Industry (ASFI) website, https://acquisition.army.mil/asfi/default.cfm to Federal Business Opportunities (FedBizOpps) website at http://www.fbo.gov. The solicitation number is W91ZLK-15-R-0045; hard copies or the solicitation will not be issued. It is the contractors' responsibility to monitor the Government Wide Point of Entry (GPE) for the solicitation release and all subsequent amendments. The solicitation will be available for full and open competition. The North American Industrial Classification Code (NAICS) is 541620 Environmental Consulting Services with a Small Business Size Standard of $15.0 Million. The offeror must be registered in the System for Award Management (SAM), www.sam.gov, database prior to award. The proposal due date is anticipated to be thirty (30) days from the date the solicitation issued. Point of Contact for this action is Ms. Amy Bozzard, amy.m.bozzard.civ@mail.mil. Contractors shall not contact any other Government personnel regarding this notice other than the individual designated above. Contacting any Government personnel other than the individual designated above may result in an organizational conflict of interest (OCI) and may result in a contractor being excluded from the competition and consideration for award.
