Description
Statement of Requirements - Detailed requirements for the requested gantry crane, training and all options. Wage Determination 05-2511 Rev 20 - This is the applicable wage determination for services that may be performed during the contract. Safety Standards - This is a list of required safety standards that will be required of the awardee during performance. Cross-matrix - This shall be used by the offerors to identify where each of the requirements are addressed in the proposal. Supplemental Evaluation Procedures - These are procedures in addition to FAR 52-212-02 and describe how evaluations will be conducted. Supplemental Instructions to Offerors - These instructions are in addition to FAR 52.212-01 and describe how the offerors are to submit proposals. Sample Targets - Examples of potential targets that will be the items transported by the requested crane. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Proposal (RFP), FA2486-15-R-0199 for a 900 ton gantry crane with options as described in Attachment 1, Statement of Requirements. The solicitation document and all incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-83, DPN 20150626, and AFAC 2015-0406. This acquisition is full and open. NAICS code 333923, Overhead Traveling Crane, Hoist, and Monorail System Manufacturing. Size Standard: 500 employees. There is no set-aside established for this procurement. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this contract. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. This requirement is for the following item: 0001 Crane, Gantry 900 Ton; Quantity 1 each. The Contractor shall provide a gantry crane and all documents in accordance with the full description under Paragraph 1 of Attachment 1, Statement of Requirements. Delivery shall be no later than 730 after award. 0002 Training, Operation and Maintenance. The Contractor shall provide training and certification for up to 5 Government personnel in accordance with Paragraph 2 of Attachment 1, Statement of Requirements. Training shall be conducted no later than 60 days after acceptance of CLIN 0001. 1001 Option, Warranty, Extended. The Contractor shall extend the manufacturer warranty coverage for a total of three (3) years (one year with purchase of crane, plus two years). The Government reserves the right to exercise this option at any time prior to final delivery and acceptance of CLIN 0001 - Crane, Gantry, 900 Ton. Warranty shall begin upon date of acceptance of CLIN 0001. 1002 Option, Service, Maintenance, Extended. The Contractor shall include three years of extended maintenance service in accordance with the full description under Paragraph 4.2 of Attachment 1, Statement of Requirements. Pricing shall be provided as a monthly unit price in one (1) year options periods. Services shall begin as of acceptance of CLIN 0001 and options exercised annually. 1002AA - Service Maintenance First Year 1002AB - Service Maintenance Second Year 1002AC - Service Maintenance Third Year 1003 Option, Capability, Grade, Increase. The contractor shall propose an option to improve grade capability to equal or greater than 4% grade in accordance with Paragraph 4.3 of Attachment 1, Statement of requirements. If exercised, delivery will be no later than 730 days after award. 1004 Option, System, Jacking, Maintenance; 1 each. The contractor shall propose an option to provide a system used to conduct maintenance on all major wheel components in accordance with Paragraph 4.4 of Attachment 1, Statement of requirements. Delivery will be established at time of option exercise. 1005 Option, Hardware, Spreader Bar and Lifting Beams, 1 Package. The contractor shall propose an option to provide a package of hardware and fixtures meeting the requirements in accordance with Paragraph 4.5 of Attachment 1, Statement of Requirements. Delivery will be established at time of option exercise. All deliveries and performance of services shall be on Holloman AFB, New Mexico, 88330. The provision 52.212-1, Instruction to Offerors - Commercial, applies to this acquisition and includes the supplemental instructions at Attachment 3, Supplement Instructions to Offerors. The provision at 52.212-2, Evaluation - Commercial Items, applies to this acquisition and includes the additional criteria at Attachment 4, Supplemental Evaluation Procedures. Technical and past performance, when combined, are not applicable. Past performance is not an evaluation factor in this procurement. Evaluation will be on price and technical acceptability. All offerors must include a completed copy of the provision at 52.212-3 and Alternate I, Offeror Representations and Certifications - Commercial Items, with their offer.
