- Description(s): The purpose of this request is to conduct Market Research and provide a Sources Sought (SS) Notice for information on capability and availability of potential contractors interested in proposing on a contract to provide Complete Avionics/Engine Instrumentation Refurbishment of plane N149Z (a Beechcraft B200C King Air that is currently used for IR Fire detection and mapping). This is a SOURCES SOUGHT NOTICE and is NOT a solicitation announcement. The purpose of this SS Notice is for information and planning purposes only and should not be construed as a solicitation or as an obligation on the part of the Federal Government, USDA Forest Service, Utah Acquisition Support Center (UASC). No award or contract will be made on the basis of any SS Notice responses. Any information submitted by respondents is strictly voluntary and payments will not be made for the preparation of any information submitted to the Government in response to this SS Notice. The USDA Forest Service, Utah Acquisition Support Center (UASC) does not intend to notify respondents of their evaluation and will not share any submitted information. Please ensure any sensitive, protected, or proprietary information submitted are marked accordingly. The UASC reserves the right to terminate this request and change its requirements if needed. All submitted material becomes the property of the Forest Service and will not be returned. Responding to this notice does not guarantee participation in any future activities. Background: The USDA Forest Service - Utah Acquisition Support Center (UASC) is conducting market research regarding the availability of potential sources to complete the Avionics/Engine Instrumentation Refurbishment of plane N149Z, a Beechcraft B200C King Air (this aircraft is currently used for IR Fire detection and mapping). Sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 488190 (Other Support Activities for Air Transportation) and a Small Business Size Determination of $32.5 average annual receipts over three years. Sources Sought: The services identified for this SS notice are those required to ensure current and future FAA compliance, provide for additional safety and obtain upgraded engine indicating digital gauges through the Avionics/Engine Instrumentation Refurbishment of plane N149Z; a Beechcraft B200C King Air. This will require that all avionics and engine indicating systems be removed to allow for installation of a Garmin G1000 system accompanied by a Becker Audio System. Several new items installed have upcoming FAA mandates such as ADS-B. The services required will include the following technical requirements: (a) Contractor has the ability to complete all maintenance which shall be performed in accordance with the applicable Federal Aviation Regulations. (b) The Contractor must be capable and certified to provide and install the following avionics systems: a. A Garmin G1000 System including SVT (synthetic version), GFC 700 Autopilot, Two GTX33D w/ES mode S transponders with ADS-B out, GTS855 TCAS/ACAS1 Traffic Advisory System with ADS-B in (GTS 825 upgraded by TAS/TCAS1 Enablement card), GWX70 Weather Radar, GDL 59 WiFi Data Logger, GRA 55 Radar Altimeter, GRS 7800 AHRS, GDC 74B Air Data Computer. Chartview Enablement Card, TAWS A enablement card, 200B loader card, SAR Unlock and Video unlock. b. A Becker DVCS 6100 audio control system shall be installed as the Primary Audio System with the Garmin system being the Emergency System meeting the following requirements: i. The Primary audio system shall be switched out to the Garmin system during emergency operation and be free of distortion, hum, noise and crosstalk. ii. All flight deck and cabin positions shall use the selected (Normal/Emergency) audio system for ICS and to control all transceivers, receivers and other audio. iii. Three identical ACU6100 audio controllers shall be installed in the aircraft. One for the pilot, one for the copilot and one for the IR operator position. Final locations must be approved by the government. c. An MD 302 SAM Electronic Standby Instrument d. A TSO-C126 406 MHZ ELT (Artex 1000 with built in GPS receiver) e. Technisonic TDFM-136B FM Radios and interfaced into the audio system. Contractor must be able to comply with all certification, licensing, and insurance requirements. Instructions to Prospective Offerors: Vendors responding to this SS Notice shall provide the following information, which shall not exceed 8 (eight) pages and must be submitted as a.pdf or Microsoft Word (.docx) format. 1. Offeror's Name, Address, Points of Contacts with Phone Numbers and E-Mail Addresses 2. Company DUNS# and Business Size/Classification, to include any designations such as Small Business, HUBZone, Service Disabled Veteran Owned, 8(a) or Woman Owned Small Business which shall be indicated on the first page of the submission. 3. Description of capability to perform the proposed synopsis work, prepare and comply with FAA regulations, and capability to execute this project with other ongoing contracts. 4. Is the company mobile and able to provide work within the Ogden Utah area? Or would the plane have to be delivered to the company's location? If so, where are the location(s) geographically located? 5. Is your company the holder of a valid FAA Part 145 Repair Station Certificate with the appropriate ratings for the work to be performed? 6. Is your company authorized by the avionics manufacturer for the work to be performed? 7. Is your company capable of scheduling and completing such work within a 90 day time frame? Submittals will not be returned. Faxed responses will not be honored. Your company should only contact the contracting officer issuing this letter if there are questions about any aspect of this SS Notice. Interested parties may not contact USDA Forest Service technical personnel about this SS Notice. Notes: -This is not a Request for Proposal, only a Request for Sources Sought for planning purposes. No award will be result from this Sources Sought. -This sources sought synopsis is not to be construed as a commitment by the Government, no will the Government pay for the information solicited.
