Description

The Veteran's Administration Office of Research and Development, Program Contracting Office - East in Pittsburgh, PA intends to negotiate on a sole source basis with American Psychiatric Publishing, which is a division of the American Psychiatric Association based in Virginia. The requirement is for the permission to reproduce and distribute the Interview section and User's Guide from: the Structured Clinical Interview - Research Version (SCID-5-RV) guide from the Diagnostic and Statistical Manual of Mental Disorders (DSM-5, 5th Edition) publication. The only required sections are the Interview and the User's Guide sections. The delivery of the permission will be to the Louis Stoked Medical Center in Cleveland, OH. The sole source is pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than Tuesday, September 1, 2015, (10:00 AM, EST). Interest/capability statements may be sent to Michael Haydo at Michael.haydo@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. The requirement is to: -Receive the license to reproduce and distribute copies of the SCID-5-RV interview and user's guide only for use in three (3) planned VA studies. -Permission to distribute the interview - 1,500 copies. -Permission to distribute the User's Guide - 10 copies. -Modifiable Microsoft Word file (including the Interview and User's Guide).
