Description
ON-SITE CLINICAL TRAINING Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Substance Abuse and Mental Health Services Administration (SAMHSA) intends to sole source to: Contact: Gavin Bart, MD Hennepin County Medical Center 730 South 8th Street Minneapolis, MN 55415 The contractor is to provide faculty development and mentoring in designated Vietnamese Universities assigned to capacity building activities as related to PEPFAR's addiction prevention and treatment strategy. This will also include clinical mentoring of faculty and selected local mentors in the provision of technical assistance in all new and existing addiction treatment facilities. This clinical mentoring activity will be available at the request of provincial and national authorities. The overall goal of this work is to assist the Government of Vietnam and relevant ministries in developing workforce for addiction treatment. USG PEPFAR programming in Vietnam of which SAMHSA is an implementing partner has centered on injection drug use as this is the leading cause of HIV transmission in Vietnam. Vietnam's past approach to injection drug use has been through the criminal justice setting. With PEPFAR and other international support, Vietnam has adopted methadone maintenance for the treatment of opiate addiction. They have done this without any history of medication based treatment experience or treatment capacity. The current technical assistance contract is required to help in building treatment capacity within Vietnam. This requirement is best fulfilled through SAMHSA and its contracted technical experts as traditional PEPFAR partners such as CDC, USAID, DOD lack direct expertise in treatment services development and training for substance use disorders. Sole source contracting with Dr. Gavin Bart through Hennepin County Medical Center (HCMC); this is based on his expertise in methadone maintenance treatment. Having served on previous CSAT and NIDA expert panels on methadone, he is an internationally recognized scholar in this area and is a mentor in the SAMHSA-funded Physicians Clinical Support System -- Methadone. His expertise in methadone further extends to treatment of South East Asian populations. He has NIDA research funding specific to methadone treatment in South East Asian Countries and he has already spent 70 weeks in Vietnam and is an integrated member of the project staff along with the Ministry of Health. Gavin understands the situation on the ground in terms of knowledge gaps within the Vietnamese educational system and has significantly contributed to previous trainings. He is the best qualified individual for this project and sole source contracting will not only allow for continuity in project personnel but will prevent delay in meeting project goals. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement that speaks to the services SAMHSA is seeking in this proposed acquisition.
