N00164-15-S-NB67 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - SURFACE ELECTRO OPTICS PRODUCTION AND INSTALLATION FOR U.S. NAVY AND U.S. COAST GUARD SHIPS - PSC N099 - NAICS 334511 Issue Date: 28 AUG 2015 Closing Date: 18 SEP 2015 Time 4:00 P.M. Eastern THIS IS A REQUEST FOR INFORMATION (RFI) to identify sources that can provide installation and production solutions to support the fielding of Electro Optics systems aboard Surface Ships for both the U.S. Navy (USN) and U.S. Coast Guard (USCG). 1.0 Description 1.1 Naval Surface Warfare Center (NSWC) Crane is requesting MARKET SURVEY information relative to Maritime Electro Optics (EO) System Integration and Installation for USN and USCG Ships. The Maritime EO systems will be installed in multiple variants from single standalone sensor platforms to multiple sensor platforms that integrate with data storage and other electronic systems such as radar, electronic warfare systems, and combat systems. Each system would be proposed based on a technical data package provided by the U.S. Government by system and/or ship class. 1.2 This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The information obtained from this RFI will be used for market research to inform future requirements and to ensure that accurate representations are made regarding surface EO integration and installation services to be briefed by invitation only during a follow-on Industry Days event. Acquisition logistics, system integration and installation past performance, and the use of process improvement will be evaluated against U.S. Navy surface ship EO installation requirements, needs, and gaps. Trades between cost, schedule, performance, and risk management will be evaluated. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the USN is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFPs, if any are issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) or SeaPort-e website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. 2.0 Background The NSWC Crane Electro-Optic Technology Division provides full life-cycle support for surface ship EO and laser systems, including technical/program management, shipboard installation, design and sensor integration, engineering, logistics, test and evaluation, acquisition, and maintenance. Surface Ship Installation Services are provided to the USN, USSOCOM, USCG and other Department of Defense (DoD) and national security customers in the areas of Maritime Electro-Optics (EO) Systems, including Intelligence Surveillance Reconnaissance (ISR) Systems, Targeting Systems, and Laser Systems. This RFI focuses on requirements for supporting the projects and efforts performed by the Electro-Optic Technology Division including, but not limited to, the following: 2.1 Single Stabilized Sensor (limited integration) System See Attachment Appendix A (DISTRIBUTION STATEMENT D. Distribution authorized to the Department of Defense and U.S. DoD contractors.) 2.2 Multiple Stabilized Sensors with Ship Integration System See Attachment Appendix A (DISTRIBUTION STATEMENT D. Distribution authorized to the Department of Defense and U.S. DoD contractors.) 2.3 Prototype Stabilized Sensor Installation See Attachment Appendix A (DISTRIBUTION STATEMENT D. Distribution authorized to the Department of Defense and U.S. DoD contractors.) 3.0 Requested Information 3.1 Product Specifications Sources are requested to provide installation and production past performance, an analysis of cost plus incentive fee versus firm fixed price contracting, and any concerns regarding a "by ship class" delivery order proposal process. Additionally provide information and analysis about the maximum number of ships that you could support simultaneously on a delivery order or multiple delivery orders and the impacts of non-continuous installation flow and scheduling. Responses shall not be more than 50 pages, provided in Word 2010 compatible format, and be submitted via e-mail to matthew.thurner@navy.mil. Any information greater than 10 Mb must be mailed to Matthew Thurner, 300 Highway 361, CODE JXQQL, BLDG 2044, Crane, IN, 47522-5001 via CD-ROM/DVD-ROM. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. All information marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. To aid the Government, please segregate or line-item mark proprietary information. DO NOT send market survey information to the Contracting POC. 4.0 Industry Discussions NSWC Crane representatives anticipate industry days to follow the delivery of submissions to further disseminate information. Current plans are to hold an industry days in September or October 2015 at NSWC Crane. The current anticipated agenda is as follows: Briefs: Day 1 - U.S. Government brief to Industry. Question and answer session in an open forum including government and industry (Approximately 1 hour). Briefs from industry in a closed session to the government based on government evaluation of the relevance and alignment of RFI responses provided as well as schedule and logistical constraints. Day 2 - Continued briefs from industry in a closed session to the government based on government evaluation of the relevance and alignment of RFI responses provided as well as schedule and logistical constraints. 5.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to Matthew Thurner, matthew.thurner@navy.mil. The Government does not guarantee that questions received after October 1, 2015 will be answered. 6.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide installation and production solutions to support the fielding of EO systems aboard surface ships. The information obtained from this RFI will be used for market research and to ensure that accurate representations are made regarding specific systems and components to be briefed and or demonstrated during a follow-on Surface EO Production and Installation Services Industry Days event. The information provided in the RFI is subject to change and is not binding on the Government. The Navy has not made a commitment to procure any services discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
