Description

This is an INTENT TO SOLE SOURCE NOTICE only. The Department of Veteran Affairs, Network Contracting Office (NCO) 16, intends to issue a sole-source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements), to EBSCO Industries, located at 10 Estes Street, Ipswich, MA 01938. Services will be from 01/01/2016 - 12/31/2016 with one (1) twelve (12) month option periods under NAICS 519190. The Vendor shall provide VISN 16 facilities with access to various Medical Media with the following characteristic: "Health Source: Consumer Edition Unlimited simultaneous users - 10 Access Sites "Health Business Elite Unlimited simultaneous users - 10 Access Sites "Psychology and Behavioral Sciences Collection Unlimited simultaneous users - 10 Access Sites "Alt-Health Watch Unlimited simultaneous users - 10 Access Sites "Business Source Corporate Unlimited simultaneous users - 10 Access Sites "SPORTDiscus with Full Text 4 simultaneous users - 10 Access Sites "Nursing Reference Center Unlimited simultaneous users - 10 Access Sites " MEDLINE Complete Unlimited simultaneous users - 10 Access Sites "Nursing and Allied Health Collection: Expanded Unlimited simultaneous users - 10 Access Sites The period of performance shall be from 01/01/2016 - 12/31/2016 with one (1) twelve (12) month option periods. Clause 52.217-8, Option to Extend Services, 52.217-9 is to extend the term of the contract for the option applies. Clause 52.232-18 Availability of Funds and 52.232-19 Availability of Funds for the Next Fiscal Year applies. This notice is neither a request for quotes nor a solicitation of offers; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Interested parties must respond to this notice no later than 1:00 pm on September 4, 2015 by email or fax, to tina.harris3@va.gov. When responding to this announcement, respondents should refer to Announcement VA256-15-Q-1000, Notice of Intent in the subject line and must utilize Microsoft Office 2010 compatible software if responding via email. Responding as an interested party under the www.fbo.gov website doesn't constitute convincing evidence of capabilities. All interested parties are reminded to be registered with the System of Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ in order to be eligible for award of Government contracts. No telephone calls will be accepted.
