Description
The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL) intends to award three separate contracts on a sole source basis utilizing the authority provided at FAR 13.106-1(b)(1). The ERDC-CERL Biotechnology Marketing and Business Development (M&BD) Team is looking to assess opportunities for an integrated and expanded ERDC Biotechnology Enterprise and to develop a plan of action for how ERDC can meet these needs. In support of this initiative ERDC has a need for the professional services of experts to review biotechnological related data and provide alternatives and recommendations to the M&BD Team. In addition to being recognized top experts in the field of biotechnology the proposed contractors must possess comprehensive knowledge of current Federal and Department of Defense (DoD) biotechnology requirements and capabilities; ERDC structures and competencies; marketing and business development processes; and the projected future biotechnology needs within the government. Extensive market research has identified the three sources below as the only sources capable of fulfilling this requirement: 1)Strattechs, Inc: This organization has served as a reviewer for comprehensive ERDC Programs; has extensive experience in and knowledge of Federal and DoD Research and Development (R&D) environments; and has previously participated in the analysis and development of key recommendations for ERDC M&BD processes. 2)Gryphon Scientific, LLC: This organization is internationally known for their works in bio-security and addressing some of the most complex problems in homeland security. Gryphon Scientific has many years of experience in high tech fields such as bioengineering, nanotechnology and biological detection systems and capabilities to address critical problems of science policy. 3)Kurjanowicz, Ronald J. (sole proprietorship organization): This organization has experience working with the Assistant Secretary of Defense for Research and Engineering and possesses unique knowledge and experience in the conceiving, developing, organizing, and implementing of biotechnology technical thrusts to improve technical and operational capabilities within the DoD. The associated North American Industry Classification System (NAICS) code is 541711, which has a size standard of 500 employees. This is not a small business set aside, as this Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Please provide responses to this notice NLT 12:00 PM CST, September 11, 2015. Responses shall be provided via email to andrea.j.thomas@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
