- Reps & Certs Request for Visit Authorization Form Site Visit Registration Form Draft Past Performance Questionnaire Draft Wage Determination Draft DD254 Draft PWS Draft RFP Contracting Office Address Department of the Air Force, Air Force Materiel Command, AFRL - Rome Research Site, AFRL/Information Directorate, 26 Electronic Parkway, Rome, NY, 13441-4514, UNITED STATES Description The Air Force Research Laboratory (AFRL) Rome Research Site (RRS) intends to solicit for a Firm Fixed Price (FFP) contract to provide Site Support Services for the Air Force Research Laboratory (AFRL) Information Directorate. Services are required primarily at Rome Research Site (RRS) NY, but also at test sites in Newport and Stockbridge NY. The anticipated period of performance is 01 Dec 2015 through 30 Nov 2016 plus 4 option years. If all options are exercised, performance would conclude 30 Nov 2020. This requirement consists of facilities support in the following functional areas. Test Site Management Technical Library Mailroom and Overseas Travel Real Property Management Equipment Management Automatic Data Processing Equipment (ADPE) Management Logistics (TMDE) Support DRAFT documents are provided as attachments to this notice. Potential offerors are encouraged to review these documents and submit questions and comments by email to Brooke Hoffman, Contract Specialist, at brooke.hoffman@us.af.mil with a copy to Jenna Tarbania, Contracting Officer, at Jenna.Tarbania@us.af.mil. Emails must contain "FA8751-15-R-0012" in the Subject line. Please note it is likely that there will be revisions to these documents prior to the solicitation. This will be solicited as a Competitive 8(a) set-aside. The NAICS code is 561210 and the associated size standard is $38,500,000 average annual revenue. A presolicitation SITE VISIT is scheduled for 9 AM (ET) TUESDAY 08 SEP 2015. In order to gain site access, potential offerors must complete BOTH the attached Site Visit registration form and submit to Brooke.Hoffman@us.af.mil AND the "Request for Visit Authorization" form and submit per the instructions in the form no later than 3 PM (ET) THURSDAY 3 SEP 2015. The Request For Proposal (RFP) will be posted online at the Federal Business Opportunities website http://www.fbo.gov under the reference number FA8751-15-R-0012 on or about 15 SEP 2015. Proposals will be due approximately 30 days later. The RFP documents will only be available electronically. Potential offerors will be responsible for downloading the RFP documents and for monitoring the website for possible amendments and any additional information. Award will be a firm fixed price (FFP) contract resulting from a competitive negotiated Request for Proposal (RFP). The award decision will be based on a best value award decision. A tradeoff process will be used between the non-cost factors and cost/price and will allow the Government to accept other than the lowest priced technically acceptable proposal or other than the highest technically rated proposal(s) to arrive at an award that is most advantageous to the Government. The Source Selection Authority shall make an integrated assessment best value award decision. Interested vendors may register their contact information at the Federal Business Opportunities website under this notice. The Interested Vendor List will remain posted as an attachment to this notice throughout the RFP stage in order to facilitate subcontracting and teaming opportunities. NOTE: In order to receive a contract award, if issued, the successful offeror must be actively registered and maintain current representations and certifications. These can be reviewed and updated at the System for Award Management (SAM) website www.SAM.gov. Please ensure your SAM record is current at time of RFP submittal. Offerors must also be actively registered in Wide Area Work Flow (WAWF) - https://wawf.eb.mil NOTE: In accordance with FAR 52.232-18 Availability of Funds, funds are not presently available for this effort. No award will be made under this RFP until funds are available. This RFP is not contractually binding. The Government reserves the right to cancel this RFP at any time before award. In the event the Government cancels this RFP, the Government has no obligation to reimburse an offeror for any costs.
