Attachment B THIS IS A Sources Sought Notice ONLY. The U.S. Department of Commerce, NOAA/OAR/ARL/ATDD desires to procure part-time site support services at the AIRMoN site located near the rural community of Davis, WV, with a period of performance for October 1, 2015 - September 30, 2016. The Atmospheric Integrated Research Monitoring Network (AIRMoN) site in Canaan Valley, WV, requires daily site visits to service instruments and perform field analyses. NOAA/ARL/ATDD has operated an AIRMoN site on the Canaan Valley National Wildlife Refuge in Canaan Valley, WV, since 2000. The AIRMoN sites are equipped with the same make of wet-only deposition collector and precipitation gage as used at the U.S. National Atmospheric Deposition Program's (NADP)National Trends Network (NTN) sites. Each site also has a National Weather Service standard gage for reporting storm total precipitation. Samples are refrigerated after collection and are sent in chilled insulated shipping containers to the NADP Central Analytical Laboratory (CAL), where they are kept refrigerated until analysis. Samples are collected daily around 9 am, within 24 hours of the start of precipitation, often providing data for all or part of a single storm. Single-storm data facilitate studies of atmospheric processes and the development and testing of computer simulations of these processes. Daily data allow researchers to track individual storm systems and determine the chemical processes occurring in them. These data are then used in models that can accurately predict the effects of reductions in pollutant emissions, which helps policy makers to determine which regulatory mechanisms are most cost-effective in reducing pollution. Making data available for these studies is a principal AIRMoN goal. Tasks to be performed. The work to be performed at station as part of the AIRMoN will be to continue monitoring precipitation chemistry on a daily basis according to the methods specified by the NADP Central Analytical Laboratory in Champaign, Illinois. The operator will be required to service precipitation collectors, collect precipitation samples, perform field analysis on these samples, and ship samples to the central laboratory. In addition, supplies from the central laboratory must be picked up and returned to the site. All tasks are to be accomplished in cooperation and consultation with ARL Headquarters located in College Park, MD. The effort requires the following: -Daily collection of samples from the precipitation collector and official recording gauge. -Collection of all precipitation samples on a daily basis for the entire year. Field forms and rain gauge charts are submitted electronically to the NADP Central Analytical Laboratory. -Packaging and shipping of samples to the Central Analytical Laboratory according to NADP protocols at least once per week. -Site and equipment maintenance as necessary. Deliverables: The operator shall submit all required documentation and site operations forms, sample collection forms, etc., to NADP and shall maintain an electronic log for maintenance, calibrations, etc. Requirements for site operation are specified in the Atmospheric Integrated Research Monitoring NetworkSite Operation Manual: http://nadp.isws.illinois.edu/dl/QAAG/Field_Operations/NTN_and_AIRMoN/AIRMoN_Operations_Manual_v_2-4.pdf Some recent changes have been made to site protocols to accommodate emerging sampling procedures.
