- Questions and answers Updated requirements Pictures of current guidebook This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented through FAC 2005-76, effective 25 Jul 2014, DPN 20140805, effective 5 Aug 2014 and additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate solicitation will not be issued. This procurement is issued as a small business set-aside under the NAICS 511130 with a small business size standard of 500 employees. The Virginia Army National Guard intends to purchase an updated flip style booklet with personalized resource information and a corresponding mobile application. Award will be made on the basis of lowest price, technically acceptable (LPTA). In order to be determined technically acceptable, quoted product must meet the minimum technical requirements identified. In order to determine if the requirements can be met, product descriptions that address the requirements must be provided with the quote. A government representative will evaluate the information provided to determine, if in his/her opinion, the minimum requirements and intended use of the product(s) is met. The government is not required to research information outside what is provided in order to make the determination. To determine technical acceptability for the mobile application, vendors may provide screen shots of previously developed apps that show the requested functionality. In addition to other factors, quotes will be evaluated on the basis of advantages and disadvantages to the government that might result from making more than one award (multiple awards). Offerors may submit quotes on any or all items, but the government reserves the right to make a single award or multiple awards depending on what is most advantageous to the government. For the purpose of evaluating quotes, it is assumed that $500 would be the administrative cost to the government for issuing and administering each contract awarded under this solicitation, and individual awards will be for the items or combinations of items that result in the lowest aggregated cost to the government including the assumed administrative costs. Unit prices shall include all associated set-up, printing, and delivery costs for FOB destination. Final product delivery is required within 60 days after receipt of order to: Sandston AASF 700 Portugee Road Bldg 3901 Sandston VA 23150 NOTE: The government reserves the right to adjust the quantities of items purchased based upon pricing received in response to this solicitation. Additional quantities may be purchased if funding becomes available or if pricing permits. Additional line items purchased will be determined by the government based upon its mission needs; therefore, offerors should provide tiered pricing to identify any price breaks and the quantity when a discount is available. As the government intends to evaluate and award without discussions, the initial quote should contain the best terms. The government reserves the right to conduct discussions if the contracting officer determines it necessary. In addition to a price quote, offerors must complete and return FAR provision 52.212-3, DFARS provision 252.209-7992, taxpayer identification number (TIN), DUNS, and CAGE code. Companies doing business with the federal government are required to use the System for Award Management (SAM). In order to be eligible to receive an award for this requirement, vendors must have an active SAM registration. The website to register, update, or re-activate accounts is https://www.sam.gov. All questions and requests for information regarding this Request for Quote (RFQ) must be received no later than close of business three business days prior to the quote due date in order to minimize the need to extend the closing date. Text messaging is no longer a requirement for the mobile app. Updated specs are attached. Additionally, questions and answers are posted for review as well as pictures of the current guidebook for reference.
