Description
The United States Postal Service ("Postal Service") is issuing a Request for Information ("RFI") for the purpose of conducting a market survey and prequalifying potential suppliers. The primary objective of the RFI is to identify and analyze the capabilities of suppliers that may participate in a potential solicitation. The Postal Service is interested in identifying one-way rail transportation service providers that are qualified and capable of fulfilling Postal Service operational requirements by handling 53-feet closed-van trailers of Mail Transport Equipment ("MTE") between origins and destinations specified by the Postal Service. Suppliers responding to this RFI must submit a response and supporting information by 12:00 noon EST September 3, 2015. Therefore, you are invited to submit a response to this RFI to include any relevant information you deem appropriate to address your ability to provide the required services. This RFI is for informational purposes only and will not necessarily result in a solicitation or award of a contract. Additionally, this RFI does not commit the Postal Service to pay any direct or indirect costs for the preparation and submission of a response. Prequalification of suppliers is necessary in order to identify suppliers capable of delivering the services and performance levels that the Postal Service requires. Interested suppliers are to provide the following information in their response: •1. Company Name and Contact Information •a. Geographic coverage compatible with the needs of the Postal Service, which includes domestic transportation via all transportation modes, including rail •2. Past Performance: •a. Organization and resources utilized. •b. Typical lead time for similar migration projects. •c. Typical contract type entered into for such projects (fixed price, time and material, cost reimbursement or other hybrid type). •d. Prior experience and a history of managing transportation dollar volumes between $2 million to $50 million annually, or earning $2.0 million in annualized revenues for related transportation fees during the preceding 12 months of the most recent fiscal business quarter; •e. At least 6 months of experience in providing transportation services of trailer-load quantities from origin to destination for Postal Service internal and external users •3. Company background - provide an overview of your company business to include ownership structure, number of years in business, key management personnel, and if publically traded most recent balance sheet and income statement. •4. At least 12 months of demonstrated operation as a stand-alone business and financially independent operating entity (please provide the organization's DUNS number); and •5. Most recent fiscal year audited balance sheet and income statement. The Postal Service is willing to execute a non-disclosure agreement for these financial statements, if required. The "experience levels" cited above are deemed to be the minimum acceptable for prequalification. When selecting a supplier to perform services based upon its proposal, consideration will be given to the amount of experience demonstrated in these categories. Companies are invited to submit a response to this RFI. Responses are to be organized under five tabs/sections corresponding to the items referenced above. The responses are to be submitted as email attachments addressed to Shyawn T. Littleford at <Shyawn.t.littleford@usps.gov>. If attachments exceed four megabytes ("4MB"), please subdivide the content and send more than one email with attachments that are smaller than four megabytes each. This RFI is for informational and prequalification purposes only. The Postal Service does not intend to award a contract on the basis on this RFI and may or may not issue a solicitation for the requirements described. RESTRICTIONS ON DISCLOSURE AND USE OF DATA If the response will contain any information deemed to be confidential in nature, such information must be clearly marked as such as outlined below. The Postal Service does not intend to share any information outside of the Postal Service. Interested parties that include in their response to this RFI data they do not want used or disclosed by the Postal Service for any purpose other than market survey may take the following steps: •1. Include on the front page or in the introductory material of their response the following: "This response includes data that may not be duplicated, used, or disclosed outside the Postal Service - in whole or in part - for any purpose other than to perform market survey. If, however, a contract is awarded to this Offeror as a result of - or in connection with - the submission of such data under a response to a Request for Proposal, the Postal Service will have the right to duplicate, use, or disclose the data to the extent provided in the resulting contract. This restriction does not limit the Postal Service's right to use information contained in the data if it is obtained from another source without restriction. The data subject to this restriction are contained in sheets (Offeror insert numbers or other identification of sheets)." •2. Mark each sheet of data they wish to restrict with the following legend: "Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this response."
