Description
The US Army Corps of Engineers intended to award a contract to Albans Tractor Co.(Alban Cat) of Sterling, VA in accordance with FAR Part 6.302-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements) as stated below: The 249th Engineer Battalion requires a manufacturer-specific course to instruct Government employees on the proper overhaul and rebuild procedures for the Caterpillar 3456 Diesel Engine such that training attendees are able to maintain the CAT3456 engine in all aspects and conduct warranty-level repair. Training must consist of three (3) classes, each ten (10) business days in duration over the span of one Calendar year (365 days) from when the contract is awarded. A Base and four (4) Option Periods covering a total of 5 years will be included in the award. Class dates will be agreed upon by 249th Engineer Battalion and contractor after award of the contract. Each ten day class must include licensed Caterpillar instructors, training location and facility, technical information materials (e.g. handouts), and all tools and parts required as part of the rebuild of the engines during the training. Alban CAT is the only Caterpillar facility that can support fully licensed Caterpillar 3456 Diesel Engine rebuild and overhaul training within a 50 mile radius and the 249th Engineer Battalion must transport engines to the facility for training and overhaul. It would increase costs associated with transportation and Temporary Duty to send the engines and Soldiers out of a reasonable commuter radius. Any interested party who can fulfill this requirement and is within 50 miles of Alexandria, VA must contact the Contract Specialist no later than 11 September 2015 to have their offer considered.
