- SUBJECT: One (1) Closed -Cycle Helium Cryostat SOLICITATION NUMBER: SB1341-15-RQ-1033 RESPONSE DATE: September 10, 2015; 4:00PM EST CONTACT POINTS: Harry Brubaker, Contracting Officer, (301) 975-8330 Patrick Staines, Contracting Officer, (301) 975-6335 DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83, Effective 25 Aug 2015. 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to the Contracting Officer. Questions should be received no later than five calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of provision) The associated North American Industrial Classification System (NAICS) code for this procurement is 334516- Analytical Laboratory Instrument Manufacturing with a small business size standard of 500 employees. This requirement is set-aside for Small Business Concerns. Introduction The contractor shall furnish the necessary personnel, material, equipment, and services to fabricate One (1) Closed -Cycle Helium Cryostat. Background The NIST's Nanoscale Metrology Group (NMG) performs measurements on micro- and nanoelectromechanical systems (MEMS/NEMS) and is expanding their capabilities by doing these measurements at low temperatures. A closed-cycle helium cryostat is needed for optical measurements of micro- and nanoelectromechanical systems as a function of temperature using an existing custom microscope at NIST. ALL ITEMS MUST BE NEW. NO PROTOYPES, DEMONSTRATION MODELS, USED, REFURBISHED OR REMANUFACTORED EQUIPMENT, PARTS OR COMPONENTS WILL BE CONSIDERED FOR AWARD. All Offerors shall provide a quotation for the following line item: Line Item 0001: One (1) Closed -Cycle Helium Cryostat. The Cryostat shall meet or exceed the following specifications: 1) The cryostat must be able to bolt directly to an optical table so that an upright microscope can be positioned above its top viewport. 2) A pressurized helium compressor. 3) The control unit to pump down, purge, and temperature control processes. 4) The control computer interfaces with the control unit and provides user control over the cryostats operations. 5) Operation mode: Closed-cycle helium cryostat with an air cooled compressor 6) Temperature range: 5K to 350K, temperature must be user selectable 7) Temperature stability: < 20 mK 8) Cool-down time: < 2.5 hours 9) Sample chamber size: < 125 mm x 125 mm x 200 mm (WxDxH) 10) Chamber access: The area above the sample chamber defined by a vertical cylinder with a diameter of 300 mm and centered on the chamber must be unoccupied. 11) Table attachment: Cryostat must bolt to an imperial optical table 12) Optical viewports: 5 total, top and 4 sides, AR coated for light between 600 nm and 800 nm. Diameter > 13) Top viewport: The top viewport should allow optical access to the sample with a working distance < 5 mm while allowing motion of at least 5 mm orthogonal to the optical axis. 14) Electrical feedthroughs: 4 SMA RF feedthroughs with 20 GHz bandwidth. Both flexible (low bandwidth and semi-rigid (high bandwidth) cables for inside the chamber are required. 8 DC electrical feedthroughs are required. 15) Electrical sample mount: A package for making electrical connections to electronic chips is required. The package should be compatible with a 5 mm chip and have at least 8 gold bondpads. The chip should sit level with the top of the package to minimize its effect on the achievable working distance through the top viewport. 16) Vibration stability: < 1 nm RMS. Must be able to turn off compressor pumping to improve further for short measurement cycles 17) Sample positioning: An XYZ piezoelectric stepper stage with low-temperature compatible position sensors is required. Positioning resolution better than 250 nm is required and the motion range must be 5 mm or greater for each axis. 18) Cables and Wiring: All cables and wires, external and internal to the sample chamber, that are necessary to run the described system must be included 19) Helium hoses: Must be > 25 ft in length to separate compressor from cryostat 20) Software interface is compatible with LabView. WARRANTY: The system shall be warrantied for one year for all parts and labor, and shipping. INSTALLATION: Onsite installation will be done by NIST, Gaithersburg, MD - Building 220. Final acceptance testing shall occur within 30 days after installation. DELIVERY: Delivery shall be FOB DESTINATION and shall take place 12 weeks from ARO unless mutually agreed upon the Government's ability to receive earlier. The Contractor shall initially deliver the systems to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-1640 prior to an ultimate delivery at the Loading Dock for Building 220. INSPECTION AND ACCEPTANCE: In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform tests and evaluations to verify specified system performance. Acceptance of the cryostat upon arrival at NIST is contingent but not limited to meeting Specifications 6, 7, and 8. A thermocouple located inside the cryostat will be used to measure temperature and the system must meet the specified base temperature, temperature stability, and cooling time. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor's expense. Final acceptance testing shall occur within 30 days after installation. ADDENDUM TO FAR 52.212-1, QUOTATION PREPARATION INSTRUCTIONS 1) PRICE QUOTATION: The Offeror shall submit an original and one copy of the completed price schedule. Only one copy is required if submitted electronically. The pricing quotation shall be separate from any other portion of the quotation. The Offeror shall propose a firm-fixed-price, FOB Destination, for each CLIN. Contractor shall state express warranty coverage. Price quotations shall remain valid for a period of 90 days from the date quotations are due. 2) TECHNICAL QUOTATION: The Offeror shall submit an original and one copy of the technical quotation. Only one copy is required if submitted electronically. The technical quotation shall address the following: a. Technical description and/or product literature which clearly details the manufacturer, make and model of the proposed product(s), addresses all required specifications, and clearly documents that the offered product(s) meet(s) or exceeds the specifications stated herein; b. If standard product literature and/or technical descriptions do not address all required specifications, Offerors must provide narratives and or explanation of the work that will be performed to meet the requirement(s). All proposed work must be addressed in sufficient detail that all technical requirements are discussed and that the intended outcome of the work can be clearly discerned. If applicable, evidence that the Offeror is authorized by the original equipment manufacturer to provide the item(s) in the quotation should be included. ACCEPTANCE OF TERMS AND CONDITIONS (ADDENDUM TO FAR 52.212-1 (B) (11)): THIS IS AN OPEN-MARKET SOLICITATION FOR EQUIPMENT AS DEFINED HEREIN. THE GOVERNMENT INTENDS TO AWARD A PURCHASE ORDER AS A RESULT OF THIS SOLICITATION THAT WILL INCLUDE THE CLAUSES SET FORTH HEREIN. THE QUOTATION SHOULD INCLUDE ONE OF THE FOLLOWING STATEMENTS: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." QUOTATION EVALUATION: EVALUATION FACTORS: Award shall be made to the Offeror whose quotation is lowest price technically acceptable to the Government. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Capability and 2) Price. TECHNICAL CAPABILITY: All items must be new. Prototypes, used or refurbished instruments will not be considered for award. Evaluation of technical capability shall be based on the information provided in the quotation. NIST will evaluate whether the Offeror has demonstrated that its proposed equipment meets or exceeds all minimum requirements. Quotations that do not demonstrate the proposed equipment meets all requirements will not be considered further for award. If an Offeror does not indicate whether its proposed equipment meets a certain minimum requirement, NIST will determine that it does not. PRICE: The Government will evaluate price for reasonableness. 1352.233-70 AGENCY PROTESTS (a) An agency protest may be filed with either: (1) the contracting officer, or (2) at a level above the contracting officer, with the appropriate agency Protest Decision Authority.
