- Statement of Work from the existing contract. This is a Sources Sought announcement in accordance with FAR 15.201 and PGI 206.302-1 in anticipation of a future bridge contract award. The Government believes that the incumbent contractor, LSinc, is the only company capable of performing the work starting 17 December 2015, but is actively seeking other potential sources. This bridge contract will be awarded as a small business set-aside. Interested small businesses should contact the Government POC for additional technical detail and should submit capability statements addressing all operations listed below and tasking in the attached Statement of Work to the primary Government POC. The Maritime Outfitting and Resource Management Division (SEA 06L4) under the NAVSEA Logistics Director (SEA 06L) to Logistics Support, Inc. (LSinc.), 2611 Jefferson Davis Highway, Suite 12000, Arlington, VA 22202. SEA 06L4's mission is to provide Outfitting Support to the USN; as well as, to provide Outfitting Financial Management direction and expertise across SEA 06's business operations portfolio. SEA 06L4 manages the overall Programming, Budgeting and Execution (PB&E) of the Ship Conversion Navy (SCN) Outfitting and Post Delivery, Other Procurement Navy (OPN) and Weapons Procurement Navy (WPN) Spares accounts. They serve as the US Navy's Outfitting Executive Agent ensuring Fleet sparing and Material Availability in support of Fleet readiness. SEA 06L4 is also charged with the management and maintenance of associated Outfitting IT systems. Additionally, SEA 06L4 serves as the NAVSEA Transportation Director and ensures Transportation PB&E. SEA 06L4 provides quality products in responding to stakeholder inquiries, compliance findings, as well as standardize business processes (e.g. FMB Reviews, ERP Studies, Audits) to improve the performance of NAVSEA Corporate. SEA 06L4 has a requirement for support of its program, logistics, transportation, and material management functions, as well as administrative support services associated with the management and reporting of the NAVSEA Outfitting Spares and Transportation accounts, and the technical oversight of the worldwide distribution of NAVSEA-sponsored freight. Logistics Support, Inc. (LSinc.) is currently supporting this requirement under task order N00178-05-D-4431, EH05, which was awarded on 17 December 2010. This effort is due to expire on 16 December 2015. A separate follow-on procurement is currently in process, which is currently scheduled to be awarded competitively in late 2016 through a SeaPort Multiple Award Contract. The contractor for this bridge contract will provide SEA 06L with program, logistics, transportation, and material management support, as well as administrative support services associated with the management and reporting of the NAVSEA Outfitting Spares and Transportation accounts, and the technical oversight of the worldwide distribution of NAVSEA-sponsored freight. This bridge will prevent unacceptable delays in fulfilling the Government's requirements until the follow-on competition is awarded. The period of performance for the bridge contract is anticipated to be from 17 December 2015 through 16 December 2016, with options available through 16 December 2017 to enable the continuation of these critical services until the competitive effort is awarded. The principle places of performance are Washington Navy Yard, DC and Mechanicsburg, PA. If no other capable sources are found as a result of this Sources Sought, then LSinc. will be awarded the bridge contract as the only responsible source capable of meeting the Government's requirement prior to 17 December 2015, pursuant to 10 U.S.C. 2304(c)(1). Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to solicit proposals from more than one source for performance of the contemplated contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
