- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. WVARNG seeks explosive technical consultation services to West Virginia Army National Guard (WVARNG). Services provided will ultimately result in the creation of a completed Explosive Safety Site Plan (ESSP) for six existing explosive storage facilities and one potential new ARMAG at Camp Dawson. The ESSP will be reviewed and approved by NGB and US Army Technical Center for Explosives Safety (USATCES) before being sent for review and approval by the US DoD Explosive Safety Board (DDESB). Tasks: 1.GIS Support and Site Survey - Contractor will work with WV ARNG GIS personnel to acquire the most current and accurate GIS data from WV ARNG. HG will provide multiple scenarios with regards to site selection and placement of new magazines. Contractor will also provide WV ARNG all GIS data used in the analysis including updated Explosive Safety Quantity Distance (ESQD) arcs to be incorporated into the Installation Master Plan. 2.ESS Software Support and ESSP Package Creation - The end deliverable will be the ESSP created by the awarded contractor. This is a multi-part PDF file that will include descriptive memos and supporting documentation about the ASP facilities. The contractor will load all necessary GIS data into ESS and perform the analysis to create the required items for the ESSP. The project files will be returned to WV ARNG for further analysis. 3.Training and Site Visit - Contractor will need to be available to travel to Camp Dawson for a 2-day site visit to provide training and project overview for WV ARNG personnel. Scope of Work: The contractor will provide a completed ESSP for storage facilities at Camp Dawson. The ESSP is made up of the following information: 1.NGB and State Memos - These two memos will indicate what is being requested and by whom. 2.Installation Map - This overview map will show where the ASP is in relation to the installation. The map will also include composite ESQD arcs, search zones and aerial imagery. 3.Facility Maps and Forms - Generated by ESS. One set for each ammunition storage facility. The forms provide more detailed information about each facility and the maps show a closer look at the facility from an overhead point of view. 4.Lightning Protection System Information (LPS) - Details on LPS for ASP facilities 5.Glass Hazard Analysis - A Glass Hazard Analysis must be done on all facilities within the IBD distance. This is also a memo that talks about any risk that might be involved, if any. 6.Coordination Documents - If applicable, this section is for any previous correspondence regarding the facilities being sited. 7.Facility Description Information - More detailed information describing the attributes of the facilities being sited. As indicated earlier, the end result is an ESSP that will be sent up the approval chain.The contractor will also provide consultation services regarding the placement of facilities. Deliverables and Delivery Schedule: 1.Primary Deliverable will be the ESSP Estimated time of completion will be between 6 - 12 months after contract award 2.GIS Data The contractor will provide all GIS data used in the analysis to WV ARNG. This includes complete information on structures, roads, parking areas, installation boundary and the output ESQD arcs that are derived from the analysis. This data will be provided upon completion of ESSP
