- SOLE SOURCE JUSTIFICATION AND APPROVAL FA4664-15-C-0009 E-911 Service/Monthly Recurring Costs 1. Contracting Activity. Department of the Air Force, 452 Operational Contracting Office, 1940 Graeber Street, Building 449, March Air Reserve Base, CA 92518-1650. 2. Nature and/or description of action being processed. Justification to restrict consideration to an item that is peculiar to only one manufacturer to provide telecommunications services (i.e. update the Automatic Number Information (ANI/ALI) for all commercial numbers (numbers not maintained by the Base) to ensure the local vendor owned E911 database is updated within twenty-four hours after completion of a work order where a telephone number was installed, relocated, or disconnected. 3. Description of the supplies/services required to meet the agency's need. The Contractor shall provide service and maintenance of the CAMA trunks, ALI circuits, and other equipment needed for E911 calls from the selective router to the Public Safety Answering Point located at March ARB, CA Fire Department and Security Forces (BDOC). Estimated amount of the acquisition is $112,195.20. 4. Statutory authority permitting action restricting consideration. FAR 13.106-1 soliciting from a single source; FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. 5. Demonstration that the nature of the acquisition requires the use of the authority cited. This is a logical follow-on contract in support of a previous sole-source acquisition awarded to Verizon for the installation of the E-911 CAMA trunks, ALI circuits, other equipment needed equipment. Verizon is the only company authorized to install and maintain circuits in the Dial Central Office (DCO) at March ARB, CA. The performance requirements are not military unique and can be performed by licensed/certified FCC vendors however, the incumbent Local Exchange Carrier (ILEC) is owned by Verizon. Consequently the "owner" of the selective routers is the only carrier to provide the requirement and is held to the standards of the Telecommunications Act of 1996, specifically Title I, Part II Section 251 (b) and following regarding the incumbents obligations of the incumbent local exchange carriers. Market research indicates that due to the proprietary nature of this equipment, no other company can provide the monthly recurring service to this Verison installed equipment other than Verizon. The service is peculiar only to Verizon who is the only reasonable source that can satisfy the Government's requirement. 6.
