- Notice of Contract Action The purpose of this Notice of Contracting Action (NoCA) is to announce the Government's intention to award a Sole Source modification under the Ground Control Segment (GCS), Global Positioning System (GPS) contract FA8823-13-C-0002, for GPS Engineering, Analysis and Remote Site Sustainment (GEARSS) Support Services/Vertical Integration services. The prospective source for this acquisition is: LMSI Contract: FA8823-13-C-0002 GCS 2460 Waynoka Place Colorado Springs, CO 80915 Sunsirey Godsey, (719) 572-2808 Office The proposed modification will be awarded under the authority of 10 U.S.C. § 2304(c)(1), as implemented by FAR § 6.302-1(a)(2)(iii)(B), as award to any other source would result in unacceptable delays in fulfilling the agency's requirements. DESCRIPTION OF SERVICES: This announcement constitutes a Notice of Contract Action (NOCA) by the Space and Missile Systems Center (SMC) Global Positioning Systems Directorate (GP). The GPS Operations Support and Sustainment Division (SMC/GPL) and the Contracting Office (SMC/PKP) located at Peterson Air Force Base, Colorado, intends to award a sole source Firm Fixed Price modification for up to six months-a three month base period commencing on 1 October 2015, with three one-month option periods-under the GPS Ground Control Segment (GCS) contract FA8823-13-C-0002 for GPS Engineering, Analysis and Remote Site Sustainment (GEARSS) services. The GCS consists of a Master Control Station (MCS) located at Schriever, an alternate MCS located at Vandenberg Air Force Base, California, and four remote locations (Cape Canaveral Air Force Station (CCAFS), Florida, Ascension Island in the South Atlantic, Diego Garcia in the Indian Ocean, Kwajalein Atoll in the mid-Pacific). Under the contemplated modification, LMSI will continue to provide GEARRS services necessary to accomplish the following tasks: •· Provide mission essential Network Administration Officer (NAO) support to include, but not limited to, providing trained NAO personnel and performing NAO crew member duties and responsibilities 24/7 in accordance with the technical orders and maintaining required NAO proficiency. •· Perform Remote Site maintenance and operations support per maintenance TOs for ASCN, KWAJ, DIEGO and CAPE, to include but not limited to, providing maintenance manning on-site for a minimum of 8 hours per day, five days per week. At the Colorado Springs Monitor Station (COSPM), the contractor shall provide maintenance manning on-site during the normal 8 hour duty day Monday through Friday. •· Provide operations support and technical expertise for daily ground system, on-orbit and launch activities, crew proficiency and system simulation for a minimum of 12 hours per day, five days per week (0600-1800, Mon-Fri) with 24 hour on-call support. SMC/GPL intends to compete a follow-on small-business set-aside contract to acquire the services described above under solicitation FA8823-15-R-0001 and award that contract NLT 1 January 2016. All other performance under the GCS contract will remain unchanged and is due to expire in 31 December 2018. While this notice of intent is for informational purposes only, and is not a request for competitive proposals, interested parties including small and small disadvantaged businesses may identify their interest and technical capability by submitting a Statement of Capability (SOC) to this synopsis not later than the date specified above, which shall be considered by the agency. This NoCA does not constitute a Request for Proposal, nor is it to be construed as a commitment by the Government to further evaluate capability briefs, release a competitive solicitation, or award a contract. The Government will not recognize any cost associated with submission of information in response to this or previous notices. The Government will not pay for any effort expended in responding to this NoCA. OMBUDSMAN Pursuant to AFFARS 5352.201-9101, an SMC Ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the SMC Ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the SMC Ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the SMC Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. However, the SMC Ombudsman may refer an interested party to another official who can resolve the concern. Before consulting the SMC Ombudsman, interested parties should first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution.
