- NOTICE of INTENT to Sole Source- The Department of Commerce (DoC) National Institute of Standards and Technology (NIST) Acquisition Management Division (AMD), on behalf of the NIST-Boulder Helium Liquefaction Facility, intends to procure on a sole source basis under the authority of FAR Subpart 6.302-1 -Only one responsible source and no other supplies or services will satisfy agency requirements, for maintenance services for NIST-Boulder Helium Liquefaction System. The NAICS code is 811219 with a small business size standard of $20.5M. NIST anticipates awarding a firm-fixed-price purchase order to Linde Cryogenics, A Division of Linde Process Plants, Inc. of Tulsa, OK for this requirement in the fourth quarter of FY 2015. The system control software is proprietary to Linde, as they are the original programmers. Other vendors do not have the intricate knowledge of the programming for the system control software to keep the system running optimally. The system not running optimally would cause longer down time drastically effecting the tight experiment schedules of dozens of research experiments requiring the liquefaction system to effectively maintain a large inventory of liquid helium. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. All responses to this notice of intent must be submitted so that they are received by patricia.bullington@nist.gov no later than Wednesday, September 2, 2015, 3:00pm Mountain Time.
