- Exhibit 1 Equipment List Statement of Objectives Request for Information The Department of Homeland Security, Federal Emergency Management Agency (FEMA), Region IX, Oakland office is issuing this Request for Information (RFI) to obtain responses from members of the development community, Audiovisual Equipment and Services Community local and state jurisdictions, and other interested parties that would like to attend a site visit for an Audiovisual Installation at 1111 Broadway St., Suite 1200, Oakland, CA 22150 This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI will not be returned. The government estimate is in the price range of between $40, 0000 and $50,000.00, after site visit is concluded a request for Quote will be submitted through Fedbizopps.gov Instructions to Contractors: When responding to this RFI, clearly label all proprietary information, delivery or capabilities for planning purposes and any other limitations on disclosure. Please limit your entire response to no more than 20 pages, including attachments. It is not the intent of FEMA to publicly disclose vendor proprietary information obtained during this market research effort. To the full extent that it is protected pursuant to the FOIA and other laws and regulations, information identified by a respondent as "Proprietary or Confidential" will be kept confidential. It is emphasized that this RFI is for planning and information purposes only and is NOT to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for information solicited. The anticipated Classification code - N, Installation of Equipment and the North American Industry Classification System Codes (NAICS) for this requirement is 238210 Electrical Contractors and Other Wiring Installation Contractors This Sources Sought Synopsis is requesting responses to the following criteria ONLY from all sources or small businesses that can provide the required services under the NAICS Code. Set Aside Concerns: To assist FEMA Region IX in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on subcontracting clause (FAR 52.219-14). Site visit and POC: The tentative dates for the site visit will be September 08, 2015 through September 10, 2015 to assess the audiovisual installation. The actual site visit date and time will be confirmed with interested vendors after the close of this RFI. Vendors are only authorized to visit this location on the date specified. Interested vendors shall email their contact information to Kimberly.coakley@fema.dhs.gov. Please submit, via email any questions you wish to have answered at the site visit to Kimberly.Coakley@fema.dhs.gov by 12:00 pm PDT on September 04, 2015. All questions will be answered on day of site visit.
