- TUALATIN ELK MITIGATION ACTIVITIES - OPTION YEAR ONE ON SEPTEMBER 15, 2014 A SOLE SOURCE AWARD WAS NEGOTIATED AND ISSUED TO THE COUNTY OF WASHINGTON FOR THE MAINTENANCE OF THE TUALATIN PROJECT GROUNDS IN ORDER TO ENCOURAGE ELK POPULATION GROWTH. PRIOR TO AWARD, THE REQUIREMENT WAS NOT SYNOPSIZED WITH THE GOVERNMENTS INTENT TO SOLE SOURCE THE REQUIREMENT. The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), only one responsible source and no other supplies or services will satisfy agency requirements. If firms believe they have the technical capability to meet this need, submit a technical capability statement along with business profile to Paula Collins at pcollins@usbr.gov within 2 days of this notice. Any information received will be treated as market research information for future same or similar requirements. The Contracting Office reserves the right to pursue the sole source negotiation or to compete the requirement based on information received. Quotations or proposals received in response to this notice will not be accepted since this synopsis is not a request for quote or a request for proposal.
