Description
This document constitutes justification and approval for other than full and open competition for the acquisition of the PC*Miler application. THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The United States Department of Transportation (DOT), Federal Motor Carrier Safety Administration (FMCSA) Office of Acquisitions Management seeks to award a sole source award to ALK Technologies 457 North Harrison Street Princeton, NJ 08540 for the program support and maintenance of the PC*Miler software application. The PC*Miler software is used to calculate Hours of Service, Travel, and Arrival Times and other key factors necessary to ensure Commercial motor Vehicle companies and drivers remain in compliance with Federal Law. The North American industry Classification System (NAICS) code for this acquisition is 511210 and the size standard is $25.0M in revenues. The Government intends to solicit and negotiate directly with ALK Technologies. No solicitation package will be issued. This notice of intent is not a request for competitive proposals. However, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirement. A determination to compete this action based on the responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via email to adina.felton@dot.gov. No faxed documents will be accepted. If no responsive statements are received by 9/8/2015 at 5 PM EDT, an award will be made to ALK Technologies.
