Description
NOTICE OF INTENT TO ISSUE A SOLE SOURCE CONTRACT FOR SINTEF OIL WEATHERING MODEL LICENSE This Notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE) on behalf of Bureau of Ocean Energy Management (BOEM), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this Notice is to announce the government's intent to negotiate a sole source contract received entitled SINTEF Oil Weathering Model with Stiftelsen Sintef, Strindv 4 Trondheim, 7034, Norway, based on the offeror's demonstrated unique capability in accordance with FAR 6.302-1, only one responsible source. Weathering of spilled oil and persistence of its most toxic components vary depending on the specific characteristics of the oil. The rate of oil dispersion into the water column calculated by the OWM is used to estimate whether State and Federal water quality standards and criteria would be exceeded by a spill, over what area and for how long. BOEM requires a model that calculates the area covered by a spill, an important parameter for estimating effects, as well as the persistence of the lighter, but most toxic components of the oil slick. The SINTEF Oil Weathering Model is designed for predicting these oil weathering parameters based on standardized oil weathering studies (laboratory measurements). BOEM uses an oil weathering model (OWM) to provide NEPA analysts within the Regions with a common, quantitative set of spill weathering parameters for each analysis. PLEASE NOTE: All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency by 5:00 p.m. ET on September 14, 2015.
