Description

The Naval Surface Warfare Center Panama City Division, Panama City, FL intends to award an Indefinite Delivery Requirements Contract on a sole source basis to Reliable System Services (RSS) Corporation, 746 North Dr., Melbourne, FL 32934 for support services to perform hardware and software upgrades, problem resolution, repair of, and test support for the LCS MVCS RT-1944/U Tactical Network Radios, MVCS RT-1988(A)/U and associated amplifiers. This action is unsuitable for full and open competition for the following reasons. Reliable System Services is the OEM for the end items being repaired or upgraded. These items were specifically tested as part of the MVCS and are the only items that have been certified through interoperability certification. Currently, no other source meets the certification requirements for interoperability with the MVCS. The period of performance will be for a base year of twelve months with two option periods of twelve months each. Delivery Point is FOB Destination to the Naval Support Activity Panama City, Receiving Officer, Building 100, 101 Vernon Ave, Panama City, FL 32407-7001. The applicable NAICS Code is 334220, FSC is 2090, and the small business size standard is 750 employees.
