- Sources Sought Description and Instructions This SOURCES SOUGHT is issued solely for informational, market research, and planning purposes only and does not commit the Government to any further contract actions, i.e., solicitation and/ or contract. Respondents are advised that the United States Government (FHWA) will not pay for any information or administrative cost incurred in responding to this SOURCES SOUGHT. Not responding to this SOURCES SOUGHT does not preclude participation in any future RFP that may be issued. Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract The U.S. Department of Transportation (DOT) / Federal Highway Administration (FHWA) is conducting market research to determine if there are any small business concerns, educational institutions (Historically Black Colleges and Universities) capable of performing the Technical Support Services for the FHWA Office of Safety Research & Development. Please see the attachment for a complete description of the services, scope, and objectives for the services in which potential sources are sought. The sources sought notice also includes detailed instructions on how to respond to this request.
