Description

The Department of Veteran Affairs, Network Contracting Office 19 (NCO 19) has a requirement to execute a firm-fixed price contract for the installation of plants, grasses, concrete pads, sidewalks, masonry veneer, fencing, irrigation controllers and irrigation at the Sheridan VAMC, Wyoming. NCO 19 is conducting market research to determine if sufficient competition exists in the Service Disabled Veteran Owned Small Business (SDVOSB) and Veteran Owned Small Business (VOSB) socio-economic programs. The SDVOSB and VOSB firms must have the capability and capacity to perform work with a construction magnitude between $250,000 and $500,000. The NAICS code for this procurement will be 238990, All Other Specialty Trade Contractors. This project consists of installing irrigation around building 87. This includes connections to existing system, controllers, computer in Building 5 and all other connections needed to produce a fully functioning product. The system shall be delivered free of engineering, manufacturing, installation, and functional defects. It shall be designed, engineered and installed for ease of operation, maintenance, and testing. The installed system and its components shall be tested and certified capable of receiving, distributing, interconnecting and supporting System requirements required locally and remotely as detailed herein. The current small business size standard for 238990 is $15 million. The Government is seeking information for market research purposes only. If a Request For Proposal is issued in the future, please note all SDVOSBs and VOSBs must be listed in the VIP database, available at http://www.VetBiz.gov. Additionally, firms must apply for and receive verification from the Department of Veterans Affairs Center for Verification and Evaluation (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership and control sufficient to establish appropriate status. Offerors must be both VISIBLE and VERIFIED by the Department of Veteran Affairs CVE at the time of contract award Failure to be both VERIFIED by CVE and VISIBLE on VetBiz at the time of contract award will result in the offerors proposal being deemed non-compliant. Lastly, prospective offerors shall be registered in the System for Award Management (SAM) database prior to award of a contract or agreement.
