- Description
- NASA/AFRC has a requirement for Environmental Management Systems software. The requirement is for a base period of one year with four, one year options. NASA/AFRC intends to purchase the items from Chemical Safety. The Emergency Planning and Community Right-To-Know Act (EPCRA), Resource Conservation and Recovery Act (RCRA) and California Code of Regulations (CCR) regulate the management and disposal of hazardous waste. Additionally, EPCRA requries that AFRC make this information available to the public. Violations of these regulations can result in regulatory penalties and/or citizen lawsuits. Chemical Safety provides these tracking capabilities and offer the capability to track both hazardous materials and hazardous waste. AFRC has a unique process for centralized shipping and receiving of hazardous materials, generating waste container labels and consolidating waste for a more cost-effective disposal. Chemical Saftey is the only company with capabilities already designed to support these practices. NASA Centers, NASA AMES and MSFC, are currently using Chemical Safety for hazardous materials and waste tracking. Implementing EMS at AFRC will continue to enhance the uniformity of hazardous material and waste tracking across the Agency. Marshall Space Flight Center conducted a comprehensive study of potential software programs capable of satisfying the Agency's requirements. The Environmental Management Systems software was chosen to be the best and only system capable of capturing all of the elements of NASA's requirements. Use of EMS software will enable AFRC to connect and share critical Environmental chemical and hazardous material data with and between all other NASA Centers; therefore reducing transaction costs and inefficiencies. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 09/11/2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
