- This REQUEST FOR INFORMATION (RFI) NOTICE is being issued by the Department of the Navy, Naval Sea Systems Command (NAVSEA), on behalf of the Program Executive Office (PEO) Carriers. The Government is conducting market research to identify qualified vendors that can accept, decontaminate and perform maintenance on motors potentially contaminated due to the incident at the Fukushima Nuclear Power Facility in Japan. On March 11, 2011, a 9.0 magnitude earthquake struck off the coast of Honshu, Japan. This event led to damage at the Fukushima Nuclear Power Facility. Some radioactivity was released into the atmosphere and deposited on ships downwind. Low levels of radioactivity deposited from plume after the event may have contaminated the USS George Washington (CVN 73), and may exist in inaccessible areas of motors. This RFI is being issued in accordance with DFARS PGI 206.302-1(d), which requires the issuance of a request for information prior to issuing a solicitation on an other than full and open basis in accordance with FAR 6.302-1. Prior to issuing a solicitation, NAVSEA is seeking companies that have the capability required to decontaminate and overhaul contaminated standard Navy shipboard electric motors. NAVSEA seeks to determine the industry capability, and steps required to complete the following: - Establish or possess a facility capable of receiving and processing contaminated standard Navy shipboard electric motors. - Receive potentially contaminated standard Navy shipboard electric motors. - Radiologically survey and disposition each part according to their level of radiological contamination as either above or below the permissible limits, as defined in the American National Standard Institute Standard (ANSI) 13.12-1999 and Nuclear Regulatory Commission (NRC) Regulatory Guide 1.86 (less than 1000 dpm per 100 square cm loose or removable contaminants and less than 6000 dpm per 100 square cm total). - Upon completion of repair effort, provide formal documentation of final motor contamination levels and results of any material sampling. Additionally, report should include the types of instruments used, calibration and minimum sensitivity data. - Package uncontaminated parts for shipment to a Navy designated repair facility for further processing. - Package contaminated parts for commercial transport and disposal. - Dispose of any radiologically contaminated by-products resultant from the survey and repair of the motors. Processing of radiologically controlled items may generate radiological waste products (metal shavings, waste water, etc.) which would also be classified as radiologically contaminated and would require either special packaging or decontamination prior to disposal. Handling and disposal of waste products would be the responsibility of the contractor. Repair and overhaul work of radiologically contaminated assets requires a separate working area that meets national and state requirements for the handling of such assets. NAVSEA requests that respondents indicate whether or not they currently possess a facility or would need to construct or lease a facility in order to perform this effort. Contractor must possess authorization to handle radioactive isotopes in accordance with NRC Regulatory Guide 1.86. Authorization may be granted by the NRC or a specified "Agreement State". This notice is for market research purposes only and does NOT constitute a Request for Proposal. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This Request for Information Notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes. The Government will not reimburse companies for submitting responses to this notice. Responses are not to exceed 10 pages. Responses shall be in electronic format. The font size shall not be smaller than 12 pt. font. The top, bottom, left and right margins shall not be less than 3/4 inches. A cover page for the response shall be included. The cover page shall include the company name, address, CAGE Code, and points of contract (names, email, and telephone numbers) at a minimum. The cover page is not considered in the total page count. SUBMISSION OF RESPONSES: NAVSEA will accept only electronic unclassified submission of responses. Responses shall be sent to Ryan Daniels at ryan.j.daniels@navy.mil with the subject line "Fall-Out Control Decontamination and Overhaul of Motors for RFI Response." All responses shall be unclassified and shall be submitted by 25 September 2015, 17:00 Eastern Time.
