- This solicitation is being amended to extend the date quotations are due in order to allow time for another site visit to be scheduled. Quotations are now requested by 4:00 PM Eastern on 10/07/2015. The next site visit is still being planned but is tentatively scheduled to occur between September 14, 2015 and September 25, 2015. When the site visit is officially scheduled it will be posted as another amendment to this solicitation. Please see the attached documents for more detailed information and further instructions. Disregard any references to the previous site vist and quotation due dates. The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, has a requirement to refurbish the fire escape stairs at the FAA Air Route Surveillance Radar in Oakdale, PA. This solicitation is prepared in accordance with Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures, and supplemented with additional information attached to this notice. This announcement constitutes the only solicitation; quotations are requested by 4:00 PM Eastern on 10/07/2015. Solicitation No. DTRT5715Q80080 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under FAR Part 13, Simplified Acquisition Procedures with applicable terms and conditions from FAR Part 36, Construction and Architect-Engineer Contracts. This solicitation and incorporated provisions are those in effect through Federal Acquisition Circular 2005-83, effective July 02, 2015. The NAICS Code is 236220; the Small Business size standard is $36.5 million. This procurement is a 100% small business set-aside. The magnitude of construction for this project is between $25,000 and $100,000. All Contractors must be registered in SAM (http://www.sam.gov) in order to receive an award from a DOT Agency. The following notice is provided for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: ATTENTION: Small and Disadvantaged (SDB), Women-Owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation's (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation-related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
