- DFAS Clauses PROVIDE AND INSTALL NEW DIESEL GENERATOR SET RADIATOR REQUEST FOR QUOTES (RFQ) NO: HQ0423-15-T-0032 This is a combined synopsis/solicitation (RFQ) for the purchase and install of a new Diesel Generator Set Radiator for DFAS-Limestone, in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This will be a firm fixed-price contract type. NAICS code for this announcement is 811310 with small business size standard $7.5 million. SOLICITATION CLOSING DATE: All quotes must be received by 10:00 am (EST), Tuesday September 8, 2015. Preferred delivery method for submission of your quote is via email: carrie.e.fairbanks.civ@mail.mil. Quotes shall include at a minimum, in addition to the items listed in the section Basis for Award below, the following: • Fixed-priced quote which shall include all parts, shipping, labor and travel. • Vendor Contact Name, Phone Number and Email Address • Company Cage Code or DUNS Number • Tax Identification Number • Business Size: Small/Large/Other: _______________ IMPORTANT REMINDER: Prior to submission of quote, please verify your registration is current and active via the System for Award Management (SAM): https://www.sam.gov/portal/public/SAM/. DESCRIPTION OF REQUIREMENT: Defense Finance and Accounting Service (DFAS) Limestone, Maine requires a new diesel generator set radiator as described herein. The contractor will provide and install one new Original Equipment Manufacturer (OEM) radiator plus all service labor and required materials to repair the emergency diesel generator located in the facility energy plant at DFAS-Limestone. Specifications: • The contractor shall remove the defective radiator, provide and install one (1) new OEM radiator for Model Number SR4 Caterpillar engine, serial number 6DAO1244, engine number 3408, engine serial number 78Z02199. • Includes all associated parts, shipping, labor and travel charges. • Includes draining and disposing of old coolant, removal and replacement of radiator and lower hoses and refilling new radiator with manufactures recommended coolant. • Includes run testing of the generator after the repair to ensure operating temperatures are in normal ranges as specified in the manufacture of the engine. Warranties: All parts shall include standard manufacturer warranties and a minimum 90-day warrantee for installation labor defects. Location of Work to be Performed: Defense Finance and Accounting Service (DFAS), 27 Arkansas Road, Limestone, Maine 04751. Performance Period: All repair work must be completed no later than September 30, 2015. Invoices: : Invoices shall be submitted as a 2-in-1 or Combo invoice via Wide Area Workflow (WAWF) to a WAWF acceptor that will be identified in the resulting contract per DFARS Clause 252.323-7006 Wide Area Work Flow (MAY 2013). Invoices will include contract number, invoice number and date. It is the Contractor's responsibility to register in the WAWF system in order to insure prompt payment. Once the invoice is received in WAWF, the Acceptor will review and if correct accept it for payment. BASIS FOR AWARD: The Government will award a single contract to the Contractor whose quote is determined to be lowest price technically acceptable. Basis for Determining Technical Qualification: You must quote a new Original Equipment (OE) Radiator and meet required performance schedule. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. QUESTIONS AND INQUIRIES CONCERNING THIS RFQ: All questions and inquiries concerning any aspect of this announcement must be submitted in writing to carrie.e.fairbanks.civ@mail.mil for clarification sufficiently in advance of the deadline of receipt of the quote to get an answer in time to meet that deadline. Telephone requests will not be honored. The Government's response to inquires will be made in writing. Any resulting additions, deletions or changes to the RFQ will be made by issuances of a formal amendment.
