Description
Performace Requirements Document (PRD) Independant Log Assesment (ILA) for CSD Draft Solicitaion Sections L & M CSD Performance Work Statement This Draft Request for Proposal (DRFP) is not a formal solicitation. In an effort to promote a clear understanding of this requirement, the Government is soliciting comments and suggestions from potential Offerors. No proposal is required, and no contract will be awarded as a result of this draft solicitation. Any information provided to the U.S. Government in response to this DRFP is for planning purposes only and will not be used as a selection consideration in any U.S. Government contract competition. Should the U.S. Government elect to pursue the subject requirement, an official Request for Proposal will be released at a later date in accordance with FAR Part 15. Potential Offerors are invited to submit questions, comments, and suggestions on any aspect of the draft solicitation via email to Mr. William Mebane III at william.e.mebane2.civ@mail.mil and Mrs. Keyonna Hogan at keyonna.l.hogan.civ@mail.mil. All questions, comments and suggestions shall be received by 30 September 2015. Changes, as appropriate, to the Government's requirement will be incorporated into any resultant formal solicitation, which will be posted to the ASFI website. The Army Contracting Command Aberdeen Proving Ground (ACC-APG) Contracting Center, Edgewood Contracting Division, APG, MD, APG-EA Branch, in support of the Joint Project Manager, Nuclear Biological Chemical Contamination Avoidance ( JPM NBC CA) is issuing a Draft Request For Proposal (DRFP), has a requirement to develop and produce prototype systems for the Chemical Surface Detector (CSD). The CSD is intended to replace the Dual Wheel Sampling System (DWSS), the liquid/ground contamination sampler currently installed on the Stryker Nuclear Biological Chemical Reconnaissance Vehicle (NBCRV). The CSD will satisfy the Next Generation Chemical Detector (NGCD) 2- Surface Contamination Locator (SCL) objective requirement for the NGCD 2-SLC to be mounted on the Stryker NBCRV. The CSD will provide a near real-time, on-the-move capability to detect and identify Chemical Warfare Agents (CWA), Non-Traditional Agents (NTA), and Toxic Industrial Chemicals (TIC). The detection/identification function will continually interrogate the surface, provide data for processing, and apply algorithms to the data to detect and identify the contaminant which is present. A warning function will display detection/identification information locally and store the information in a format compatible for transmission to external communication systems. Contract requirements are for the Technical Maturation and Risk Reduction (TMRR) phase - where the contractor provides prototype hardware with Government testing, program, systems engineering and logistics support, and delivery of technical data (end-item products, software, and logistics). Initial prototypes will be Brassboard for laboratory tests. Final prototypes will be capable of integrating on a M998 High Mobility Multipurpose Wheeled Vehicle (HMMWV) and under future efforts the CSD will integrate onto the Stryker NBCRV. The only application for integration on the M998 HMMWV is to test on the move capability. The Government intends to award to three (3) sources; however, the Government reserves the right to award to more or less sources.
