- N6230615T7012_SALIENT CHARACTERISTICS 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. Solicitation number N62306-15-T-7012 is issued as a request for proposal (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through FAC 2005-83 and DFARS Publication Notice 20150803. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: https://www.acquisition.gov/far/ and http://www.acq.osd.mil/dpap/dars/dfarspgi/current/index.html. The NAICS code is 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing and the Small Business Standard size is 750 Employees. This is a 100% Small Business Set-Aside. 3. The Naval Oceanographic Office (NAVOCEANO), Stennis Space Center, MS, intends to issue a purchase order. The requirement is for Swivels, Eye to Eye 1.5 Tons. The location is Naval Oceanographic Office, Stennis Space Center, MS. The delivery dates is as follows: • Base Year - 30 September 2015 • Option Year 1 - 30 September 2016 • Option Year 2 - 30 September 2017 4. Offerors shall include extensive documentation of the candidate swivels' use in a deep ocean environment for multi-year deployments without a single failure. 5. Offerors shall provide a sample Swivel for testing during the evaluation process. The testing will include proof load testing of the swivel at 2X WLL (Working Load Limit) and inspection of the amount of deformation between barrel and shank. Destructive testing validating the Design Factor of 5 to 1 will also be done to inform the government's decision for a "best value" acquisition. 6. Offerors shall include a completed copy of the provision at FAR 52.212-3, Alternate I - Offeror Representations and Certifications with its offer. 7. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, as amended, applies to this acquisition. FAR 52.212-4 Contract Terms and Conditions-Commercial Items: Amend paragraphs (a), (e), (i), (l), and (m) to include paragraphs (a), (e), (i), (l), and (m) of Alternate I to be applicable to the labor hour contract line item number (CLIN). 8. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, will be the most advantageous BEST VALUE to the Government, price and other factors considered. The provision at FAR 52.212-2, Evaluation-Commercial Items is incorporated. The following factors shall be used to evaluate the offers: (a) technical capability of the item offered to meet the minimum needs of the Government; (b) Past Performance (see FAR 52.212-1(b) (10)); and (c) Price. Technical capability and Past Performance, when combined, are significantly more important than cost or price. The Government will evaluate offers for award purposes by adding the total price for all proposed actions to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). General statements, that the offeror can or will comply with the requirements, that standard procedures will be used, that well known techniques will be used, or that paraphrases the RFQ's specifications in whole or in part, will not constitute compliance with the mandatory requirements concerning the content of the technical quotation. Any resultant contract will be DO rated under the Defense Priorities and Allocations System (DPAS). This synopsis is published as a request for Full and Open Competition, After Exclusion of Sources in accordance with FAR 19.5. All responsible small business sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. 13. The clause FAR 52.217-6 Option for Increased Quantity Option to Increased Quantity (Mar 1989) The Government may increase the quantity of supplies called for in the Schedule at the unit price specified. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days. Delivery of the added items shall continue at the same rate as the like items called for under the contract, unless the parties otherwise agree. (End of Clause) 14. The clause FAR 52.217-7 Option for Increased Quantity-Separately Priced Lin Item: Option for Increased Quantity Separately Priced Line Item (Mar 1989) The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree. (End of Clause) 15. The clause at FAR 52.217-9 Option to Extend the Term of the Contract applies to this acquisition: Option to Extend the Term of the Contract (Mar 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 30 days of contract expiration; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 42 months. (End of Clause) 16.
