- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The United States Government intends to solicit and negotiate with only one source under the authority of 41 USC 1901(e), implemented by FAR 13.106-1(b) (1) (i) quote mark Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements quote mark based on the only vender with the in-depth knowledge required to successfully complete an effective equipment refresh to the unique, one-of-a-kind EAR research facility. The Government intends to solicit and negotiate with AuSIM Inc., 1220 Pear Avenue, Suite D, Mountain View, California 94043-1447 for: The following PWS Additions under contract award W911QX-14-P-0471 modification P00002: C.3.4.3 OptiTrack Motive The contractor shall install the OptiTrack Motive Software for the Dome Room and the Sphere Room. The contractor shall ensure the software functions properly and is properly communicating with the tracking device. C.3.4.4 Autrak OptiTrack The contractor shall install the Autrak OptiTrack Software for the Dome Room and the Sphere Room. The contractor shall ensure the software functions properly and is properly communicating with the tracking device. C.3.4.5 Light Emitting Diode (LED) Arduino Controller The contractor shall develop software to individually control each of the 180 installed LEDs. The contractor shall supply software routines and libraries so the LEDs can be controlled through government owned MatLab software. C.3.4.6 AMX Software Redesign The AMX NI 4000 NetLink Integrated Controller is currently used to switch the signals from the control room to specific speakers in the Dome room and Distance hall. The software shall be rewritten to remove this capability and only the ability to switch the cameras, RS232 ports, and Control room audio will remain. The capability to switch and map signals to speakers shall be upgraded when the contractor installs the RME MADI M-32D as in task C.3.7. AND C.3.6 Participant Localization Accuracy Upgrade The Contractor shall install the OptiTrack optical tracking systems in the Dome Room and the Sphere Room. The Contractor shall supply and install all licensed software, drivers, and libraries associated with the optical tracking systems. The contractor shall integrate the optical tracker into the current subject response software for the Dome Room and Sphere Room. The Contractor shall ensure the optical tracking systems are fully functional and can be controlled through AuSIM or other libraries. C.3.7 Audio Routing System Upgrade The Contractor shall replace the government owned Peavey Nion 3 Media Matrix Digital Audio 8 channel switches and the government owned RME ADI 8 DS 8 channel audio switches with a new RME MADI M-32DAs. The Nions and the RME ADI 8 DSs are currently used to send audio signals to each of the speakers in the Sphere Room and Dome Room. C.3.8 LED Display The contractor shall install single color LEDs at each of the 180 loud speaker locations in the Dome Room. The contractor shall run cabling for each of the LEDS through the existing cabling system. The contractor will follow the current cable runs and existing holes into the chambers when running their cables The contractor shall supply Arduino controllers to drive each LED individually. The contractor shall install the above cables and Arduinos as not to interfere with current loud speaker cabling located in the Dome Room. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. The Government does not intend to use Part 12 for this acquisition. Responses to this notice are due on or before 8 September 2015 by email at nicole.g.hernandez2.civ@mail.mil.
